However, in the learning process and the formation of children's character and closeness to the teacher, it is the most decisive role than the individual and other components in the school. The teacher's significant role has excellent potential in the progress of today's era of globalisation and digitalisation, the increasingly widespread access to information and the increasingly mixed media for spreading propaganda of religious extremism and liberalism due to the digital revolution demands an increase in literacy skills and competencies for PAI digital teachers to be able and ready to work. This is intended so that the millennial generation can understand Islamic Law to maintain Islamic religious values through digital platforms. This research is Islamic law research. This research is oriented to the coherence between the principles, rules of fiqh, and the rules of positive law associated with the perspective of Islamic law. The morality material becomes the substance of the material on the signs for the implementation of PAI learning. The majority of researchers more often conduct qualitative research in the type of library research on teachers' Islamic characters according to specific figures in certain books. This article aims to develop multimedia teaching about teacher'sIslamicc characters for prospective educators. This research and development design uses the 4D model of Thiagarajan et al. The data collection instruments used were questionnaires, documentation, and validation sheets. The data were analyzed using qualitative and quantitative analysis techniques. Based on the assessment of PAI, linguistic, and multimedia experts, the product received a total percentage of 252,81% and an average of 84,27% in the Good category. In addition, the result of the questionnaire of students' responses to the product got a total score of 880. The result based on the range of 841-1000 is Excellent. The new generation of internet users has enjoyed many conveniences utilizing social networking sites. This development has changed the role of internet users from just consumers of information to producers of knowledge. The low literacy culture in Indonesia causes the rise of hoaxes. Many people spread the news without first checking the truth. The impact will result in the loss of wholeness, unity, and division among Muslims. This paper tries to unravel the importance of literacy culture to neutralize hoax news. The public is expected to be more critical in receiving information.
