Implementasi Kebijakan Regrouping(Studi Kasus di SD Negeri Banjarsari 1 Kecamatan Trucuk Kabupaten Bojonegoro)

Abstract

Sebuah kebijakan yang telah ditetapkan oleh kepala daerah selalu ditindaklanjuti dengan implementasi kebijakan, salah satunya adalah kebijakan pendidikan tentang penggabungan sekolah dasar/ regrouping. Tujuan penelitian adalah untuk mengetahui, mendeskripsikan dan menganalisis 1) proses implementasi kebijakan regrouping di SD Negeri Banjarsari 1 Kecamatan Trucuk Kabupaten Bojonegoro; 2) analisis proses implementasi kebijakan regrouping di SD Negeri Banjarsari 1; 3) faktor penghambat implementasi kebijakan regrouping di SD Negeri Banjarsari 1; (4) upaya-upaya yang dilakukan untuk mengatasi hambatan dalam implementasi kebijakan regrouping di SD Negeri Banjarsari 1.

Penelitian ini menggunakan pendekatan kualitatif deskriptif. Teknik yang digunakan dalam pengumpulan data dengan cara observasi, wawancara mendalam, dan studi dikumentasi. Teknik analisa data menggunakan triangulasi data dan membercheck. Hasil penelitian menunjukkan bahwa 1) proses implementasi kebijakan regrouping dijabarkan dalam tiga tahapan, yaitu tahap interpretasi, tahap pengorganisasian dan tahap aplikasi; 2) analisis proses implementasi kebijakan regrouping dipengaruhi oleh dua variabel besar yaitu, isi kebijakan dan lingkungan kebijakan; 3) hambatan dalam implementasi kebijakan regrouping berasal dari paguyuban kelas yang dinilai belum memahami tujuan dari implementasi kebijakan; 4) upaya untuk menghadapi hambatan adalah melakukan pemahaman kepada paguyuban kelas dalam bentuk sosialisasi.

Policies that have been officially decided by the head of local government will be always followed up by their implementations. One out of which is the implementation of elementary school regrouping. This study was intended to identify, describe, and analyze the following aspects: 1) the process of the implementation regrouping policy on State Elementary School 1 Banjarsari, Trucuk, Bojonegoro Regency; 2) the analysis of the process of implementation regrouping policy on State Elementary School 1 Banjarsari; 3) the obstructing factors in implementing the regrouping policy on State Elementary School 1 Banjarsari; and (4) the possible efforts to deal with the obstacles when implementing the regrouping policy on State Elementary School 1 Banjarsari.

Furthermore, this study employed qualitative approach descriptive data. Meanwhile, the techniques used for collecting the data were observation, in-depth interview, and documentation. Moreover, the data analysis was executed by using data triangulation and member-checking. Therefore, this study revealed that: 1) the process of the implementation regrouping policy was explored through three main stages; they were interpretation, organization and application.; 2) the analysis on the process of implementation regrouping policy was influenced by two major variables, which were content and context of policy; 3) the obstructing factors during the implementation regrouping policy referred to the students’ parents that were united in a classroom organization that was viewed lack of understanding about the goals of the implementation policy; and 4) the efforts to deal with such obstructions could be by strengthening the understanding generated by the classroom organization in the form of well-prepared socialization.
