PELAKSANAAN RAPOR ONLINE PADA PENILAIAN HASIL BELAJAR KURIKULUM 2013 DI SMP NEGERI 40 SURABAYA

Dekadensi moral, ketertinggalan Bangsa Indonesia dari persaingan global dan tuntutan perkembangan Ilmu Pengetahuan dan Teknologi adalah masalah yang dihadapi Pendidikan Nasional dengan penerapan Kurikulum 2013. Salah satu dari 8 Standar Nasional Pendidikan melakukan tugas pokok dan fungsi sebagai Penilaian Pendidikan. Menurut Peraturan Pemerintah Nomor 66 Tahun 2013 terdapat 3 tujuan yang di jamin. Rapor Online diharapkan dapat menjamin ketiga tujuan tersebut.

Berdasarkan permasalahan diatas maka penelitian terkait Pelaksanaan Rapor Online pada Penilaian Hasil Belajar Kurikulum 2013 di SMP Negeri 40 Surabaya berfokus pada : (1) Pelaksanaan Rapor Online pada Penilaian Hasil Belajar Kurikulum 2013 dan (2) Hambatan Pelaksanaan Rapor Online pada Penilaian Hasil Belajar Kurikulum 2013.

Pelaksanaan penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode studi kasus. Teknik pengumpulan data dilakukan dengan cara observasi, wawancara, studi dokumentasi. Analisis data yang digunakan adalah analisis kualitatif menurut Miles dan Huberman dengan tahapan reduksi, penyajian matrik dan verifikasi.

Peraturan Pemerintah Nomor 66 Tahun 2013 terpenuhi dengan adanya Rapor Online pada ketiganya; (1) Perencanaan penilaian peserta didik sudah sesuai dengan kompetensi yang akan dicapai dan sudah berdasarkan prinsip-prinsip penilaian, (2) Pelaksanaan penilaian peserta didik sudah profesional, edukatif dan sesuai dengan konteks sosial budaya (3) Pelaporan hasil penilaian peserta didik sudah objektif, akuntabel dan informatif.

Hambatan Rapor Online yakni pada banyaknya KD, sempitnya lahan hosting serta bandwidth sekolah yang terbatas dan belum adanya sosialisasi Rapor Online kepada Wali Murid. Oleh karena itu Dinas pendidikan diharapkan dapat memperluas hosting, Kepala SMP Negeri 40 Surabaya diharapkan segera melakukan sosialisasi Rapor Online, guru diharapkan mau mengerjakan Rapor Online dengan pola mencicil dan wali murid diharapkan lebih tanggap apabila merasakan adanya pelayanan sekolah yang kurang memuaskan.

THE IMPLEMENTATION OF ONLINE CARD ONLINE ON THE ASSESSMENT OF LEARNING OUTCOME CURRICULUM 2013

 IN PUBLIC JUNIOR HIGH SCHOOL 40 SURABAYA

 

Moral decadence, the backwardness of the Indonesian people of the global competition and the demands of the development of Science and Technology are the issues encountered by the National Education with the implementation of Curriculum 2013. One of the eight National Standards of Education perform the main duties and functions as the Educational Assessment.According to the Government Regulation Number 66 of 2013 there are three objectivesensured.Online report cards are expected to ensure these three objectives.

Based on the above problems, then thestudy related to the Implementation of Online Report Card on the Assessment of Learning Outcomes Curriculum 2013 in Public Junior High School 40 Surabaya focuses on: (1) The Implementation of Online Report Card on the Assessment of Learning Outcomes Curriculum 2013 and (2) Obstacles ofthe Implementation of Online Report Card on the Assessment of Learning Outcomes Curriculum 2013.

The implementation of this study used descriptive qualitative approach with case study method.Data collected by observation, interview, documentation study.Analysis of the data used is qualitative analysis according to Miles and Huberman with the phases of reduction, matrix presentation and verification.

Government Regulation Number 66 of 2013 are met by the existence of Online Report Card on the three of them but less than perfect;(1) Assessment planning of learners are in accordance with competency to be achieved and it is based on the principles of assessment, (2) The implementation of assessment of learners are professionals, educative and in accordance with the socio-cultural context (3) Reporting onthe assessment outcomes of learners has been objective, accountable and informative.

The Obstacles of Online Report Card were in the amount of KD, the narrowness of the hosting area and limited school bandwidth and lack of socialization on the Online Report Card for Student Guardian.Therefore Department of Education is expected to build up hosting, the Head of Public Junior High School 40 Surabaya is expected to immediately disseminate the Online report cards, teachers were expected to work with the Online Report Card gradually and Student guardians were expected to be more responsive when theyfound thatthe school services were less than satisfactory.
