IMPLEMENTASI MERGER SEKOLAH DI SMKN 12 SURABAYA

Abstract

Penelitian ini bertujuan untuk mendiskripsikan: (1) Pelaksanaan merger sekolah, (2) Dinamika sosial yang terjadi, (3) Kendala yang dihadapi, (4) Upaya-upaya yang dilakukan untuk mengatasi kendala dalam implementasi merger sekolah di SMKN 12 Surabaya. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Subjek penelitian ini terdiri dari kepala sekolah, mantan kepala sekolah, guru, staff sekretariat Dinas Pendidikan Kota Surabaya, dan Bidang Hukum Sekda Kota Surabaya. Adapun teknik pengumpulan data menggunakan observasi partisipasi pasif, wawancara mendalam, dokumentasi serta gabungan triangulasi sumber dan teknik. Analisis data menggunakan teknik analisis data model Milles dan Hubberman yaitu kondensasi data, penyajian data, dan verifikasi data. Hasil penelitian menunjukkan bahwa: (1) Pelaksanaan merger sekolah di SMKN 12 Surabaya yang telah dilakukan oleh Pemerintah Kota Surabaya melalui Dinas Pendidikan Kota Surabaya untuk meningkatkan mutu pendidikan khususnya di tingkat pendidikan menengah sudah berjalan dengan baik dan pelaksanaannya sesuai dengan acuan pedoman penggabungan sekolah. (2) Dinamika sosial yang terjadi di SMKN 12 Surabaya yaitu adanya respon pro dan kontra dari beberapa guru terkait dengan adanya merger sekolah. (3) kendala-kendala dalam implementasi merger sekolah di SMKN 12 Surabaya tidak terlalu signifikan yaitu kendala dapodik, serta adanya batasan rombel. (4) Upaya untuk mengatasi kendala yaitu dengan adanya peran kepala sekolah sebagai katalisator, kreator, fasilitator, dan stabilisator.

Abstract

The aimed of study described : (1) The implementation of the school merger, (2) The social dynamics that occur, (3) The obstacles faced, (4) The efforts made to overcome the obstacless in implementation the school merger at SMKN 12 Surabaya. This study uses a qualitative approach with descriptive methods. The subject of this study consists of the principal, the principal, the teachers, the staffs of the Surabaya City Education Office secretariat, and the Surabaya City Secretary of Law. It is using data collection techniques that involve passivity, interviews, documentation and a combination of triangulation and techniques. Data analysis uses data analysis techniques of Milles and Hubberman models, namely data condensation, data presentation, and data verification. The result showed that : (1) The merger of schools in Vocational High School of 12 Surabaya that had carried out by the Surabaya City Goverment trough the Surabaya City Education Office to improve the quality of education, especially at the secondary education level, was in accordance with the guideline for school incorporation. (2) The social dynamics that occur in Surabaya 12 high School were the responses of pros and cons of several theachers related to the school merger. (3) The constraints in the implementation of the merger school in Surabaya 12 High School were not too significant, namely dododik contraints, as well as the number of restrictions. (4) efforts to overcome obstacles are the role of School principals ascatalyst, sreator,facilitator, and stabilizers.
