Abstract

Need assessment is an important step in the preparation of guidance and counselling (BK)
programs that are in accordance with student needs. This study aims to evaluate the results of need
assessment in the preparation of guidance and counselling programmes at SMK Negeri 13 Surabaya
and SMK Dharma Bahari Surabaya. The research used a qualitative approach with a comparative
descriptive method. Data were collected through interviews, observations, and documentation of
counselling teachers, principals, and students. Based on the CIPP evaluation analysis, it is known that
SMK Dharma Bahari Surabaya has a more comprehensive needs assessment system compared to SMK
Negeri 13 Surabaya. The conclusion of this study is that the implementation of needs assessment in
both schools has differences in frequency and application in the counselling programme.
