Proses pembelajaran mata kuliah Dasar Sistem Telekomunikasi mahasiswa S1 Teknik Elektro Universitas Negeri Surabaya pada pokok bahasan sistem modulasi yang telah ada masih bersifat klasikal dan konvensional. Pemahaman mahasiswa masih bersifat abstrak dan teori, oleh karena itu untuk membantu pemahaman mahasiswa, maka peneliti mencoba untuk membuat media pembelajaran berbasis multimedia flash, sehingga dapat meningkatkan pemahaman serta motivasi belajar mahasiswa.

Metode penelitian yang digunakan dalam penelitian ini mengacu pada pengembangan Research & Development (R & D) yang terdiri dari 10 tahap, namun pada penelitian ini hanya menggunakan 6 tahap, yaitu terdiri dari potensi masalah, pengumpulan data, desain produk, validasi desain, revisi desain, uji coba produk. Subyek penelitian ini adalah mahasiswa S1 Teknik Elektro FT Unesa angkatan 2013 yang telah memprogram mata kuliah Dasar Sistem Telekomunikasi. Instrumen penelitian yang digunakan ialah lembar validasi media pembelajaran untuk validator ahli materi, ahli format media, dan ahli tata bahasa, dan angket respon mahasiswa. Data hasil penelitian yang diperoleh dianalisis dengan teknik analisis deskriptif kuantitatif.

Dari hasil penelitian yang telah dilakukan, setelah tahap validasi, hasil keseluruhan menunjukkan bahwa media pembelajaran modulasi sinyal analog dan digital sangat layak untuk digunakan dalam pembelajaran di kelas dengan persentase 83%. Pada tahap pengujian yang dilakukan, respon mahasiswa menunjukkan bahwa mereka tertarik pada media pembelajaran modulasi sinyal analog dan digital dengan persentase hasil rating sebesar 84,22%.  Walaupun media ini sudah dinyatakan sangat layak oleh keenam validator dan setelah diujicobakan ke mahasiswa dan mendapatkan respon yang sangat baik, tetapi masih perlu dilakukan penambahan dan perbaikan sesuai dengan saran yang telah diberikan validator, agar media pembelajaran ini bisa lebih sempurna, lebih baik dan lebih valid untuk digunakan.

The process of learning the basic telecommunication system courses, undergraduate students of Electrical Engineering, University of Surabaya on the modulation system of subjects who have been there still are classical and conventional. Understanding of students still are abstract and theoretical, therefore to help student understanding, the researchers tried to make a flash multimedia-based learning media, so as to enhance understanding and learning motivation of students..

Research methods used in this study refers to the development of Research & Development (R D &) consisting of 10 stages, but on this research uses only 6 stages, i.e. made up of potential issues, data collection, product design, design validation, revision of design, testing of the product. The subject of this research is the undergraduate students of electrical engineering FT Unesa force 2013 who have reprogrammed the basic subjects of Telecommunication Systems. A research instrument used is the validation of learning media site for validator expert, expert content, media formats, and Grammarian, and student response now. Data research results obtained were analysed with descriptive quantitative analysis techniques.

From the results of research that has been done, after the validation phase, the overall results showed that the media learning analog and digital signal modulation are very viable for use in the learning in the classroom with the percentage of 83%. At this stage of testing is done, the student's response indicates that they are interested in learning media signal analog and digital modulation with a percentage rating results of 84,22%. Although the media have already expressed very worthy by the validator and sixth after these to students and get a very good response, but it still needs to be done the addition and improvement in accordance with the advice that has been given to learning media validator, this could be more perfect, is better and more valid to use.
