PENGAWASAN PEMOTONGAN AYAM DI RUMAH POTONG HEWAN MAGETAN OLEH DINAS PETERNAKAN KABUPATEN MAGETAN

Abstract

Pelaksanaan peraturan Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen terhadap bentuk upaya melindungi hak konsumen dari produk olahan pangan asal hewan yang Aman, Sehat, Utuh, dan Halal (yang disebut ASUH).  Pengawasan pemotongan tersebut dimuat dalam Undang-Undang Nomor 18 Tahun 2009 tentang Peternakan dan Kesehatan Veteriner yang mengatur tentang penjaminan produk hewan yang aman, sehat, utuh, dan halal bagi yang dipersyaratkan. Tujuan penelitian ini yaitu untuk mengetahui pengawasan dan kendala Dinas Peternakan dan Perikanan Kabupaten Magetan terhadap pemotongan ayam di RPH Magetan. Jenis penelitian adalah empiris yang berlokasi di kantor Dinas Peternakan dan Perikanan Kabupaten Magetan dan Unit Pelayanan Terpadu Daerah (yang disebut UPTD) RPH Magetan. Data yang digunakan adalah data primer dan data sekunder yang diperoleh dari studi literatur, jurnal, hasil penelitian, website dan peraturan perundang-undangan. Pengolah data dilakukan dengan memeriksa informasi dan diklasifikasikan secara sistematis, serta mengolah hubungan data primer dan data sekunder. Hasil pengolahan data, dianalisis secara deskriptif kualitatif. Hasil penelitian menunjukan bahwa pengawasan terhadap pemotongan ayam yang ASUH di RPH Magetan oleh Dinas Peternakan dan Perikanan Kabupaten Magetan sudah dilakukan oleh dokter hewan pengawas RPH. Bentuk pengawasan yang dilakukan adalah pengawasan preventif edukatif. Pelaksanaan pengawasan terhadap pemotongan ayam di RPH Magetan tidak terlepas dari kendala. Kendala dalam pengawasan adalah kurangnya tenaga pengawas khususnya dokter hewan. Jumlah dokter hewan tidak sebanding dengan kuantitas ayam yang dipotong setiap harinya. Selain itu kendala yang muncul terhadap proses pemotongan adalah kekurangan sarana dan prasarana pendukung dalam menjalankan pemotongan ayam di RPH Magetan, dan kendala lain yang muncul adalah upaya dari peternak untuk merubah proses pemeriksaan yang wajibnya dilakukan di RPH tetapi pelaksanaannya dilakukan di peternakan ayam. Oleh karenanya perlu adanya pengangkatan Dokter Hewan dan petugas pemotongan dalam meningkatkan kinerja pengawasan di UPTD RPH Magetan.

Implementation of Law Number 8 year 1999 concerning  Consumer Protection, on the form of effort to protect the consumer’s right from safe, healthy, intact, and halal animal-based of the animal food products such as ASUH. The supervision officially stated in Law Number 18 year 2009 concerning Paramedic Veterinary and Animal Husbandry which  regulates the guarantee of animal products which are safe, healthy, intact and halal to the requirements. The purposes of this study are to determine the supervision of Livestock and Fishery Office of Magetan Regency towards chicken slaughter in slaughterhouse Magetan, and to find out the  obstacles in a supervision of chicken cutting in the slaughterhouse in  Magetan. This research is empirical juridical research which takes place in the Livestock and Fishery Office of Magetan Regency and the Unit of Technical Implementation of the Slaughterhouse in  Magetan. The data sources are the primary data and the secondary data which are literary studies, journals, research results, website  and legislation. Data processing is done by checking and classifying the information systematically. The results will be analyzed by descriptive qualitative method. The results indicated that supervision of  chicken slaughtering ASUH at The Slaughterhouse RPH Magetan by the Livestock and Fishery Service of Magetan Regency has been done by The Slaughterhouse’s Veterinary Supervisor. The form of supervision carried out is of educative preventive supervision. The implementation of supervision about chicken slaughter in the slaughterhouse RPH Magetan could not be separated from obstacles. The obstacles in supervision is the lack of supervisors, especially the veterinarians. The number of veterinarians is not proportional or equal to the quantity of chicken being cut each day. Besides that, the constraints arise to the cutting process is the less complete supporting infrastuctures in doing chicken slaughtering  in the slaughterhouse RPH Magetan. Another obstacle that arises is the efforts of breeders to change the process of examination that must be done in RPH but the implementation instead of in poultry farms. To make it more works, the researcher suggest that it is need to hire more veterinarian and butcher to be a state employee.
