This study discusses the importance of social security for intern participants in higher education institutions. While internship programs aim to enhance the quality of future workforce, interns also face potential risks that need to be addressed. The management of interns often focuses solely on academic aspects, while social security protection is often overlooked. This research aims to examine the implementation of social security systems for intern participants in higher education institutions and highlight the challenges they face. The research utilizes an empirical legal research method with the study conducted in Mojokerto Regency, East Java Province. Primary data is obtained through interviews with relevant stakeholders, while secondary data consists of legal references and related documents. Data analysis is conducted using a qualitative descriptive method. The findings indicate functional constraints in the supervision of interns' social security by the Department of Manpower. To address these challenges, broader socialization efforts, changes in perceptions towards labor unions, and increased commitment from company leaders are needed. Collaboration among the government, the Tripartite Cooperation Institution, and companies is key to creating a fair working environment that protects the rights of intern participants.
