KAJIAN ALIH FUNGSI LAHAN TAMBAK DI KECAMATAN MANYAR KABUPATEN GRESIK

Alih fungsi lahan tambak ke non tambak terus terjadi secara progresif dan mengancam keberlanjutan pertanian di Kecamatan Manyar. Penelitian ini dilaksanakan di Kecamatan Manyar pada lahan pertanian tambak yang mengalami perubahan penggunaan lahan dengan menggunakan citra satelit google earth pada tahun 2005, 2010 dan 2016. Penelitian ini bertujuan untuk mengetahui 1) tren perubahan penggunaan lahan di Kecamatan Manyar Kabupaten Gresik tahun 2005, 2010 dan 2016, 2) nilai lahan tambak yang beralih fungsi ke non tambak di Kecamatan Manyar Kabupaten Gresik, 3) dampak sosial ekonomi akibat alih fungsi lahan pertanian tambak di Kecamatan Manyar Kabupaten Gresik. Jenis penelitian ini adalah penelitian survey. Populasi dalam penelitian ini adalah seluruh lahan yang beralih fungsi dengan jumlah sampel sebanyak 66 lahan berdasarkan peta sampling. Teknik pengumpulan data yang digunakan adalah kuisioner, wawancara, dokumentasi dan data keruangan. Analisis data yang digunakan adalah analisis keruangan melalui citra google earth dan deskriptif kuantitatif melalui skoring. Hasil penelitian menunjukkan bahwa tren perubahan lahan di Kecamatan Manyar tahun 2005, 2010 dan 2016 adalah berpola perembetan memanjang atau linier. Perubahan cenderung lebih cepat terjadi pada lokasi lahan yang berada di sepanjang jalur transportasi dengan kecendrungan perubahan lahan adalah untuk bangunan komersial seperti kawasan industri pergudangan. Nilai lahan tambak yang beralih fungsi baik dari harga lahan, lokasi lahan, produktivitas lahan dan biaya operasional lahan adalah kategori tinggi dengan total bobot skor yang didapatkan adalah sebesar 913. Nilai lahan yang tinggi adalah terkait dengan tren perubahan lahan yang terjadi di Kecamatan Manyar yang bukan lagi untuk tambak namun non tambak dengan orientasi nilai lahan yang utama adalah pada harga dan lokasi. Dampak sosial-ekonomi akibat alih fungsi lahan adalah responden mendapat pekerjaan baru di luar sektor  tambak yaitu 54,55% pada sektor perdagangan dan 22,73% pada sektor jasa, peningkatan kesempatan berusaha di luar sektor tambak sebesar 54,54% responden mendapat kesempatan membuka usaha baru dan peningkatan pendapatan dari rata-rata pendapatan sebesar Rp.6.273.136  menjadi Rp.6.618.181 setelah alih fungsi lahan terjadi.

Abstract

The transfer function of fishpond to nonfishpond are continues to progressively and threaten the sustainability of agriculture in Manyar Sub-district. This research have been conducted in the Manyar Sub-District on fishpond land who undergoing the change of land use, using Google Earth satellite images in 2005, 2010 and 2016. The aim of this study  to determine 1) the trend of the change of land use in the Manyar Sub-District, Gresik in 2005, 2010 and 2016, 2) the value of fishpond land who changed into non fishpond land in the Manyar Sub-district Gresik, and 3) the socio-economic impacts due to land transfer function of agricultural fishponds in Manyar Sub-District, Gresik. This research is a survey research. The population in this study were all transferred-function-land with a total sample of 66 lands based on map sampling. The data collection techniques used were questionnaires, interviews, documentation and spatial data. Analysis of the data used was the spatial analysis through google earth imagery and descriptive quantitative through the  scoring. The results showed that the trend of land transfer function in Manyar sub-district in 2005, 2010 and 2016 have a pattern of elongated or linear spreading. The changes are more fast on the land sites where located along the transportation lines with the change of the tendency of the land transfer function for commercial buildings such as warehousing industrial areas. The value of transferred-function- agricultural land including the price of land, the location of the land, the productivity of land, and the operational cost of land is high with a total of score 913.The  high land values are associated with the trend of the change of land use occurred in Manyar Sub-District is no longer for fishpond to nonfishpond with the orientation of the mainland values are on the  price and location. The social-economic impacts because of the land transfer function  are respondents getting new jobs outside the fishpond sector is 54.55% for trade sectors and 22.73% for service sectors, the business increase in outer the fishpond sector in the amount of 54.45% respondents getting opportunity to make new business and the income increase of mean income from Rp.6.273.136 to Rp.6.618.181 after  the land transfer function happens.
