IMPLEMENTASI KEBIJAKAN PENERIMAAN PESERTA DIDIK BARU (PPDB) DI SMA NEGERI 4 KOTA MADIUN TAHUN 2017

Pelaksanaan Penerimaan Peserta Didik Baru (PPDB) merupakan salah satu mekanisme dari penyelenggaraan pendidikan menjelang tahun ajaran baru dimana terjadinya penyeleksian terhadap calon peserta didik yang dilakukan oleh satuan pendidikan. Pelaksanaan PPDB di SMA Negeri 4 Kota Madiun berpedoman pada Peraturan Gubernur Nomor 23 Tahun 2017 tentang Pedoman Pelaksanaan PPDB pada SMA, SMK dan SLB di Provinsi Jatim dan Petunjuk Teknis Pelaksanaan Penerimaan Peserta Didik Baru SMA, SMK dan SLB Negeri Dinas Pendidikan Provinsi Jawa Timur Tahun 2017/2018. Pelaksanaan PPDB dilakukan melalui dua mekanisme yaitu offline dan online dengan menerapkan sistem zonasi. Tujuan penelitian ini adalah untuk mendeskripsikan bagaimana Implementasi Kebijakan Penerimaan Peserta Didik Baru (PPDB) di SMA Negeri 4 Kota Madiun Tahun 2017. Fokus penelitian ini menggunakan teori Van Metter dan Van Horn yaitu ukuran dan tujuan kebijakan, sumberdaya, karateristik agen pelaksana, sikap/ kecenderungan (disposition) para pelaksana, komunikasi antar organisasi dan aktivitas pelaksana, lingkungan ekonomi, sosial, dan politik. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara dan dokumentasi. Teknis analisis yang digunakan yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil dari penelitian Implementasi Kebijakan Peserta Didik Baru (PPDB) di SMA Negeri 4 Kota Madiun Tahun 2017 secara umum telah berjalan dengan baik. Dari variabel ukuran dan tujuan kebijakan pelaksanaan PPDB telah berjalan dengan baik, meski terdapat perubahan sistem pada pelaksanaan PPDB di SMA Negeri 4 Kota Madiun. Dari variabel sumber daya yang meliputi sumber daya manusia, finansial dan waktu tidak terdapat hambatan. Untuk variabel karakteristik agen pelaksana pihak sekolah maupun cabang dinas pendidikan juga telah melakukan tugas dan fungsinya serta menaati aturan dan mendukung dengan adanya segala ketentuan yang ada dalam pelaksanaan PPDB. Untuk variabel sikap/kecenderungan (disposition) para pelaksana telah bertanggung jawab dalam melaksanakan tugas. Sedangkan untuk variabel komunikasi antar organisasi dan aktivis pelaksana, pelaksanaan PPDB di SMA Negeri 4 Kota Madiun tidak terdapat kendala dalam berkomunikasi dan koordinasi dengan pihak pelaksana yang terlibat. Sedangkan dari lingkungan ekonomi, sosial, politik terdapat pengaruh atau hambatan dalam pelaksanaan PPDB. Secara ekonomi berdampak positif karena membantu siswa dan orang tua untuk menghemat biaya sekolah. Namun secara sosial terdapat kendala yaitu orang tua kurang mendukung dengan mengeluh terkait sistem zonasi dalam pelaksanaan PPDB dan menganggap bahwa SMA Negeri 4 Kota Madiun tidak tergolong favorit. Sedangkan dari segi politik dilihat dari kebijakannya, terkait sistem zonasi yang mengalami perubahan dan juga cukup mendadak untuk diterapkan.

Abstract

The implementation of the Acceptance of New Learners (PPDB) is one of the mechanisms of the Organization of education ahead of the new school year in which the onset of would-be learners against the selection made by the education unit. Implementation of PPDB in SMA Negeri 4 Madiun City based on the Governors Rule Number 23 years 2017 about PPDB Implementation Guidelines on SMA, SMK and SLB in the province of East Java and the Technical execution of the acceptance of the new high school Learners, SMK and SLB Land Office Education 2017/2018 Years of East Java province. The implementation of PPDB held in two mechanisms they are offline and online by applying a system of zoning. The purpose of this research is to describe how the implementation of the policy on the Acceptance of New Learners (PPDB) in SMA Negeri 4 Madiun City Year 2017. The focus of this research is to using the theory that Van Metter and Van Horn it is about size and the purpose of policy, resources, the characteristic of the implementing agent, attitudes/trend (disposition) the executor, the communication between the organization and the implementor activity, environment of economic, social, and political. The type of research used in this research is descriptive research with qualitative approach. Techniques of collecting data in this research is observation, interview and documentation. Technical analysis is reduction of the data, the presentation of the data and the withdrawal of the conclusion. The results of the research implementation of Policy the new Learners (PPDB) in SMA Negeri 4 Madiun City Year 2017 in generaly has been going well. Of variable size and purpose of policy implementation of the PPDB has gone well, though there is a change in the system in the implementation of the PPDB in SMA Negeri 4 Madiun City. Of variable resources that include human resources, financial and time there are no barriers. For the variable characteristics of the implementing agent of the school as well as a branch office of education have also been performing the duties and functions as well as obeying rules and supports the existence of all the provisions that exist in the implementation of PPDB. For variable posture/trend (disposition) the executor has been responsible in carrying out the task. As for the variable communication between the organization and the implementor activity, the implementation of PPDB in SMA Negeri 4 Madiun City there are no barriers in communicating and coordinating with the implementing parties involved. While environment of economic, social, and political influence or obstacles in the implementation of PPDB. Economic impact is positive because it helps students and parents to save on fees. But socially, there is a constraint that is less supportive parents with zoning system related to complain in PPDB and considers that the implementation of SMA Negeri 4 Madiun City does not belong to your Favorites. Whereas in terms of the political views of its policies, related system changing zoning and also quite suddenly to be applied.
