Pemberdayaan Masyarakat merupakan salah satu upaya yang dilakukan oleh Pemerintah dalam upaya meningkatkan kesejahteraan masyarakat. Upaya untuk meningkatkan kesejahteraan sosial masyarakat telah dilakukan sejak lama dengan berbagai program peningkatan perekonomian masyarakat. Pemerintah mencanangkan program Corporate Social Responbility (CSR) bagi perusahaan mulai tahun 2007. Program CSR (Corporate Social Responbility) ini bertujuan untuk mengembangkan potensi setiap kampung untuk mengembangkan usahanya.

Tujuan dalam penelitian ini adalah untuk memahami lebih jauh terhadap proses pemberdayaan yang ada di program CSR oleh PT. PERTAMINA (persero) di Desa Semampir , Kecamatan Sedati, Kabupaten Sidoarjo. Jenis penelitian yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kualitatif. Fokus penelitian ini adalah pemberdayaan yang dilakukan PT Pertamina (Persero) dalam mengatasi permasalahan yang ada di Desa Semampir yang dilihat dari lima fase pendekatan pemberdayaan yakni pemungkinan, penguatan, perlindungan, penyokongan dan pemeliharaan.

Hasil penelitian menunjukkan bahwa pemberdayaan masyarakat oleh PT Pertamina dilihat dari aspek pemungkinan yakni diberikannya bantuan alat-alat untuk membantu proses usaha yang dijalankan, aspek penguatan yakni diberikan pelatihan pemanfaatan barang bekas, aspek perlindungan berupa kesempatan yang sama terhadap masyarakat dan tidak saling membedakan satu sama lain., aspek penyokongan yakni dengan diadakannya pameran di Sidoarjo maupun luar Sidoarjo. aspek pemeliharaan yakni pengawasan rutin datang ke desa semampir. Saran yang diberikan oleh peneliti yaitu untuk aspek pemungkinan diharapkan melanjutkan fasilitas yang sampai saat ini tidak ada kelanjutan. Pada aspek penguatan, diharapkan lebih banyak memberikan pelatihan-pelatihan. Pada aspek perlindungan, diharapkan PT Pertamina (Persero) memberikan keseriusan dalam peningkatan mutu supaya produk yang telah dibuat tidak ditinggalkan Pada aspek penyokongan diharapkan diharapkan PT Pertamina (Persero) lebih memberi keluasan ke berbagai kota. Pada aspek pemeliharaan diharapkan .PT Pertamina Persero dapat memelihara bantuan yang telah diberikan

Community Empowerment is one effort undertaken by the Government in an effort to improve the welfare of the community. Efforts to improve the social welfare of the community have been done for a long time with various programs to improve the economy of the community. The government launched the Corporate Social Responbility (CSR) program for the company starting in 2007. The Corporate Social Responsibility (CSR) Program aims to develop the potential of each kampong to develop its business.

The purpose of this research is to understand more about empowerment process that exist in CSR program by PT. PERTAMINA (Persero) in Semampir Village, Sedati District, Sidoarjo Regency. The type of research used in this research is descriptive with qualitative approach. The focus of this research is empowerment conducted by PT Pertamina (Persero) in overcoming the problems in Semampir Village which is seen from five phases of empowerment approach that is possibility, strengthening, protection, support and maintenance.

The result of the research shows that community empowerment by PT Pertamina is seen from the aspect of the possibility which is given the aid of tools to assist the business process that is run, the strengthening aspect is given training the utilization of second-hand goods, protection aspect in the form of equal opportunity to society and not distinguish each other ., aspects of the support that is with the holding of exhibitions in Sidoarjo and outside Sidoarjo. the maintenance aspect is routine supervision coming to the village at least. The suggestion given by the researcher is for the aspect of the possibility is expected to continue the facility which until now there is no continuation. On the strengthening aspect, it is expected to provide more training. On the aspect of protection, PT Pertamina (Persero) is expected to give seriousness in improving the quality so that the product that has been made is not left On the aspect of the support expected PT Pertamina (Persero) gives more extent to various cities. On the aspect of maintenance is expected. Pertamina Pertero PT can maintain the assistance that has been given
