IMPLEMENTASI PROGRAM SIM SAMSAT TERMINAL (+) KERTAJAYA MOJOKERTO SATLANTAS POLRES MOJOKERTO KOTA (Studi pada Pelayanan Perpanjangan Masa Berlaku SIM)

Sebagai badan penegak hukum, Kepolisian Resort Mojokerto Kota khususnya pada Satuan Lalu Lintas Polres Mojokerto Kota menyediakan suatu program layanan dalam hal Regident SIM yang dinamakan “SIM SAMSAT Terminal (+) Kertajaya Mojokerto” yang di dalamnya terdapat pelayanan perpanjnagan masa berlaku SIM untuk masyarakat di wilayah hukum Polres Mojokerto Kota yang bertempat di Kompleks Terminal Kertajaya Mojokerto. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Sedangkan fokus penelitian menggunakan teori pendekatan George Edward III (Agustino 2012:149) yang terdiri dari Komunikasi, Sumber Daya, Disposisi, Struktur Birokrasi. Teknik pengumpulan data melalui teknik wawancara, observasi, dan dokumentasi yang dianalisis menggunakan teknik analisis data menurut Miles dan Huberman yang meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa SIM SAMSAT Terminal (+) Kertajaya Mojokerto telah memenuhi keempat variabel tersebut dan sudah cukup baik dalam pelaksanaannya, meskipun terdapat beberapa kendala dalam hal komunikasi, sumber daya fasilitas, dan kesesuaian SOP. Selain itu jumlah pemohon perpanjangan masa berlaku SIM di SIM SAMSAT Terminal (+) Kerajaya Mojokerto cenderung sepi dibandingkan dengan program layanan yang lainnya, sehingga peneliti menyarankan untuk pihak Satlantas Polres Mojokerto Kota lebih giat dalam melaksanakan sosialisasi program kepada masyarakat.

Abstract

As a law enforcement agency, the Mojokerto City Police Department, especially at the Mojokerto City Police Traffic Unit, provides a service program in the case of a Regident SIM called "SIM SAMSAT Terminal (+) Kertajaya Mojokerto" in which there is an extension service for the SIM in the area the law of the Mojokerto City Police Station which is located at the Kertajaya Terminal Complex in Mojokerto. The type of research used is descriptive research with a qualitative approach. While the focus of the research uses the theory of the approach of George Edward III (Agustino 2012: 149) which consists of Communication, Resources, Disposition, Structure of the Bureaucracy. Data collection techniques through interview techniques, observation, and documentation were analyzed using data analysis techniques according to Miles and Huberman which included data collection, data reduction, data presentation, and conclusion drawing. The results of this study indicate that SIM SAMSAT Terminal (+) Kertajaya Mojokerto has fulfilled these four variables and has been quite good in its implementation, despite several obstacles in terms of communication, facility resources, and conformity of SOP. In addition, the number of applicants for SIM validation at SIM SAMSAT Terminal (+) Kerajaya Mojokerto tend to be quiet compared to other service programs, so researchers suggested that the Mojokerto City Police Satlantas be more active in conducting program socialization to the community.
