EFEKTIVITAS PROGRAM E-SISKAMLING DI KEPOLISIAN RESOR (POLRES) JEMBER

Abstract

Abstrak Program e-siskamling adalah kebijakan yang digagas oleh Polres Jember untuk meningkatkan partisipasi masyarakat dalam menjaga keamanan dan ketertiban lingkungan bersama. Melalui aplikasi tersebut, warga pelaksana ronda dapat terhubung langsung dengan kepolisian jika menemui adanya gangguan kamtibmas saat melakukan ronda, sehingga tujuan penelitian ini adalah untuk mengetahui dan mendeskripsikan bagaimana efektivitas program tersebut dalam mencapai sasaran dan tujuannya. Penelitian ini menggunakan metode penelitian mix method, yaitu strategis eksplanatoris esensial. Metode ini menggabungkan pendekatan kuantitatif dan kualitatif, yang bobot atau prioritas ini diberikan pada data kuantitatif. Fokus penelitian ini adalah indikator efektivitas program yang terdiri dari empat indikator yaitu ketepatan sasaran program, sosialisasi program, pencapaian tujuan program, dan pemahaman program. Teknik analisis data terdiri dari empat tahap yaitu pengolahan, pengorganisasian data, penemuan hasil, dan analisis deskriptif. Hasil penelitian menunjukkan bahwa program e-siskamling sudah berjalan efektif. Dari keempat indikator efektivitas tersebut, indikator ketepatan sasaran program mendapatkan persentase skor sebesar 72,6% dengan kriteria efektif. Hal ini juga didukung dengan pernyataan responden bahwa sasaran program mampu menerima dan melaksanakan program esiskamling. Indikator sosialisasi program mendapatkan jumlah presentase skor total sebesar 76,2% dengan kriteria efektif. Indikator pencapaian tujuan program mendapatkan persentase skor sebesar 73% masuk, dan masuk pada kategori efektif. Hal ini juga didukung pernyataan responden bahwa partisipasi masyarakat cukup baik untuk menjaga keamanan lingkungan dan adanya peningkatan keamanan di titik rawan. Sedangkan indikator yang memiliki jumlah skor terendah adalah indikator pemantauan program dengan jumlah presentase skor sebesar 69,4%. Pemantauan program e-siskamling dilakukan oleh Satbinmas Polres Jember dengan mengecek grafik keaktifan ronda dan pada saat anev (analisa dan evaluasi kinerja Polres) menegur Bhabinkamtibmas yang desa binaannya kurang aktif. Akan tetapi, pada anev akhir-akhir ini sudah tidak lagi menegur Bhabinkamtibmas yang keaktifannya kurang. Indikator pemantuan program masih masuk pada kategori efektif dengan perolehan skor 69,4%. Secara keseluruhan nilai persentase skor jawaban dari empat indikator diatas untuk Efektivitas Program E-Siskamling di Kepolisian Resor Jember memperoleh skor sebesar 72,8% yang masuk pada kelas interval 61%-80% yang berarti “Efektif”. Berdasarkan hasil penelitian tersebut, disarankan Polres Jember diharapkan lebih memantau kembali keaktifan berjalannya program e-siskamling di 248 desa dan kelurahan yang ada, karena program ini cukup efektif untuk mencegah tindak kejahatan di malam hari terutama di jam-jam rawan dan untuk anggota Bhabinkamtibmas yang menjadi kordinator lapangan diharapkan terus aktif dalam mendekati warga di desa binaannya, dan terus mensosialisasikan pentingnya menjaga keamanan lingkungan bersama. Abstract The e-siskamling program is a policy initiated by the Jember Regional Police to increase community participation in maintaining security and order in the common environment. Through the application, patrol executors can be connected directly to the police if they encounter any civil service disruptions when conducting patrols, so the purpose of this research is to know and describe how effective the program is in achieving its goals and objectives.This study uses mixed methods research methods, namely essential essential explanatory strategies. This method uses quantitative and qualitative, which gives this weight or priority to quantitative data. The focus of this research is program indicators which consist of four indicators, namely the program of targeting accuracy, socialization programs, goal programs, and understanding programs. The data analysis technique consists of four steps, namely processing, organizing data, finding results, and descriptive analysis. The results of the study indicate that the esiskamling program has been effective. Of the four indicators, the indicator of the accuracy of the target program obtained a score of 72.6% with effective criteria. This is also supported by respondents agreement about the target program that can be accepted and implemented by the e-siskamling program. The socialization program gets a total percentage score of 76.2% with effective criteria. The Assessment Program determines the goal of getting a score of 73% in, and in the effective category. This was also supported by respondents that community participation was good enough for environmental security and also increased security at appropriate points of vulnerability. While indicators that have the lowest number of scores are program evaluation indicators with a percentage score of 69.4%. The e-siskamling monitoring program was carried out by the Jember Police Satbinmas by examining the charts of activist patrols and at the time anev reprimanded the Bhabinkamtibmas whose target villages were less active. However, at the end of the day there has been no longer reprimanding Bhabinkamtibmas whose activeness is lacking. The monitoring indicator program is still in the effective category with an approval score of 69.4%. Overall, the average score of the answer scores of the four indicators on the Effectiveness of the E-Siskamling Program in the Jember Resort Police scored 72.8% in the 61% -80% interval class which meant "Effective". Based on the results of these studies, the advice that can be given by the researcher is that the Jember Regional Police is expected to monitor again the activity of the e-siskling program in 248 existing villages and sub-districts, because this program is effective enough to prevent crime at night especially in vulnerable hours and for Bhabinkamtibmas members who are field coordinators, they are expected to continue to be active in approaching residents in their target villages, and continue to socialize the importance of maintaining the security of the common environment.
