EVALUASI KEBIJAKAN PENERIMAAN PESERTA DIDIK BARU DI SMAN 22 SURABAYA TAHUN 2018

Penerimaan Peserta Didik Baru (PPDB) adalah gerbang awal bagi siswa yang ingin melanjutkan sekolah ke jenjang yang lebih tinggi dengan mekanisme seleksi tertentu oleh satuan Pendidikan. Pelaksanaan PPDB di SMAN 22 Surabaya berpedoman pada Petunjuk Teknis Pelaksanaan PPDB pada SMA, SMK, PK-PLK Nomor 420/2789/101.7.1/2018. Pelaksanaan PPDB mulai tahun 2017 lalu telah mengalami perubahan mulai dari peraturan hingga mekanisme yaitu mulai diterapkan pembagian 5 (lima) jalur pendaftaran dan sistem zonasi. Tujuan penelitian ini adalah mendeskripsikan Evaluasi Kebijakan Penerimaan Peserta Didik Baru (PPDB) di SMAN 22 Surabaya Tahun 2018. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu wawancara dan dokumentasi. Teknis analisis yang digunakan yaitu reduksi data, penyajian data dan penarikan kesimpulan.

Hasil dari penelitian Evaluasi kebijakan Penerimaan Peserta Didik Baru di SMAN 22 Surabaya Tahun 2018 secara umum telah cukup berhasil dilaksanakan sesuai dengan pedoman petunjuk teknis PPDB, meskipun masih terdapat beberapa masalah yang terjadi. Dari kriteria efetivitas, PPDB di SMAN 22 Surabaya telah cukup efektif mengingat pelaksanaannya yang telah sesuai jadwal dan pedoman pelaksanaan, pagunya yang telah terpenuhi dengan baik serta peminatnya yang cukup banyak, meskipun jalur mitra warga tidak berhasil terpenuhi. Pada kriteria Efisiensi terjadi inefisiensi terhadap sumber daya manusia yang digunakan karena jumlah panitia PDDB SMAN 22 Surabaya sebanyak 48 orang yang mana jumlah ini dinilai terlalu banyak apabila dibandingkan dengan sekolah lain yang jumlahnya hanya 30 orang. Sedangkan untuk kriteria Kecukupan dinilai tidak terjadi masalah atau hambatan karena pagu sekolah telah sesuai kebutuhan dan dapat terpenuhi. Untuk kriteria pemerataan juga tidak terjadi masalah karena pemenuhan masing-masing jalur PPDB di SMAN 22 Surabaya telah berhasil dilaksanakan dengan sistem seleksi yang transparan dan adil. Untuk kriteria Responsivitas menghasilkan berbagai pendapat dari wali murid dan siswa yang mayoritas mendukung adanya PPDB dengan aturan baru, namun beberapa juga masih menganggap bahwa PPDB dengan aturan baru telah membatasi anak mereka untuk memilih sekolah. Pada kriteria Ketepatan, PPDB pada SMAN 22 Surabaya ini dinilai sudah tepat karena sebagai SMA pinggiran, SMAN 22 Surabaya telah menerima banyak manfaat dari PPDB salah satunya adalah citra sekolah di mata masyarakat dapat berubah menjadi lebih baik, begitu pula dengan Wali murid yang juga merasakan manfaat adanya PPDB ini yaitu menghemat biaya transportasi ke sekolah dan dapat memantau pergaulan anak.

Pada pelaksanaan evaluasi kebijakan PPDB di SMAN 22 Surabaya saran yang diberikan yaitu sebaiknya sekolah mengurangi jumlah panitia PPDB agar tidak terjadi inefisiensi sumber daya manusia yang digunakan, sekolah juga perlu meningkatkan lagi kualitas pendidikan sekolah agar wali murid yang mendaftarkan anaknya ke SMAN 22 Surabaya tidak merasa terpaksa karena adanya sistem zona. Serta bagi Dinas Pendidikan Provinsi Jawa Timur perlu mengadakan sosialisasi kepada wali murid agar wali murid benar-benar paham dengan tujuan dan mekanisme PPDB yang sesungguhnya.

EVALUATION OF ADMISSION POLICY FOR NEW STUDENTS IN SENIOR HIGH SCHOOL 22 SURABAYA IN 2018

New Student Admission (PPDB) is the starting gate for students who want to continue their education to a higher level with a specific selection mechanism by the Education unit. Implementation of PPDB at Senior High School 22 Surabaya is guided by the Technical Guidelines for the Implementation of PPDB in SMA, SMK, PK-PLK Number 420/2789 / 101.7.1 / 2018. The implementation of PPDB starting in 2017 has undergone a change from regulations to mechanisms, namely the implementation of the distribution of 5 (five) registration lines and zoning systems. The purpose of this study is to describe the Evaluation of New Student Admission Policy (PPDB) at Senior High School 22 Surabaya in 2018. In this research use descriptive research with a qualitative approach. Technical data collection used were interviews and documentation. Technical analysis used is data reduction, data presentation and conclusion.

Results of the study The evaluation of New Student Admission Policy at Senior High School 22 Surabaya in 2018 has been successfully implemented in accordance with the PPDB technical guidance guidelines, although there are still a number of problems that occur. From the efficiency criteria, PPDB at Senior High School 22 Surabaya has been quite effective because the implementation is in accordance with the schedule and implementation guidelines, the gate has been fulfilled well and the demand is quite large, although the partnership partners have not been fulfilled. In the Efficiency criteria there were inefficiencies in the human resources used because the number of PPDB Senior High School 22 Surabaya committees was 48 people, of which this number was considered too much when compared to other schools with only 30 people. Where as for the Adequacy criteria it is assessed that there are no problems or obstacles because the school ceiling has been in accordance with the needs and can be fulfilled. For the even distribution criteria, there is no problem because the fulfillment of each PPDB path in Senior High School 22 Surabaya has been successfully implemented with a transparent and fair selection system. For the criteria of responsiveness to produce a variety of opinions from parents and students who the majority support the existence of PPDB with new rules, but some still consider that PPDB with new rules has limited their children to choose schools. In the criteria of Accuracy, PPDB at Senior High School 22 Surabaya is considered appropriate because as a sub-high school, Senior High School 22 Surabaya has received many benefits from PPDB, one of which is the school image in the eyes of the community can change for the better, so the parents also benefit the existence of PPDB is to save transportation costs to schools and can monitor child relationships.

In the evaluation of PPDB policy in Senior High School 22 Surabaya, the advice given was that schools should reduce the number of PPDB committees so that human resources inefficiencies were not used, the school also needed to improve the quality of education so that the parents who enrolled their children at Senior High School 22 Surabaya did not forced because of the zone system. And for the Education Office of the East Java Province, it is necssary to conduct socialization to the parents so they are really undersatand the purpose and mechanism of PPDB.
