IMPLEMENTASI PROGRAM ANGKUTAN PELAJAR GRATIS DI SEKOLAH MENENGAH PERTAMA NEGERI 4 MAGETAN (Studi Pada Dinas Perhubungan Kabupaten Magetan)

Transportasi bagi pelajar adalah hal utama yang dibutuhkan pelajar untuk menunjang akses belajar. Pentingnya sarana transportasi dalam mengurangi angka kecelakaan yang tinggi khususnya di kalangan pelajar menjadikan pemerintah Kabupaten Magetan melalui Dinas Perhubungan Kabupaten Magetan berupaya memperbaiki dan meminimalisir tingginya angka kecelakaan pelajar dengan membuat suatu program, yaitu dengan mengadakan program angkutan pelajar gratis. Tujuan diadakannya program tersebut adalah untuk mengurangi angka pelanggaran lalu lintas serta memberikan fasilitas bagi pelajar Sekolah Menengah Pertama atau sederajat yang belum memiliki Surat Ijin Mengemudi serta belum memenuhi syarat psikologis terkait emosi dalam berkendara. Selain itu, program ini juga digagas untuk membantu mengurangi beban masyarakat khususnya bagi Pelajar Sekolah Menengah Pertama atu sederajat yang kurang mampu. Tujuan penelitian ini adalah untuk menganalisis dan mendeskripsikan implementasi pogram angkutan pelajar gratis di SMPN 4 Magetan (Studi pada Dinas Perhubungan Kabupaten Magetan). Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dalam penelitian ini melalui wawancara, observasi, dan dokumentasi. Fokus penelitian yang digunakan dalam penelitian ini yaitu menggunakan teori model impelementasi kebijakan oleh Mirele S. Grindel yang dipegaruhi oleh dua variabel besar, yakni content of policy dan context of implementation. Teknik analisis data yaitu pengumpulan data, reduksi data, penyajian data, penarikan kesimpulan atau verifikasi data. Hasil penelitian menunjukkan bahwa pengimplementasian program angkutan pelajar gratis di Sekolah Menengah Pertama Negeri 4 Magetan telah berhasil dilaksanakan dalam mencapai tujuan dari program itu sendiri, yaitu mampu meringankan beban orang tua pelajar dalam mengeluarkan biaya transportasi untuk akses ke sekolah. Selain itu, dalam praktek pelaksanaan program angkutan pelajar gratis juga berhasil memperbaiki tingkat kesejahteraan para sopir sehingga terwujud kondisi ekonomi para sopir menjadi lebih baik, namun, dalam pelaksanaan program angkutan pelajar gratis ini juga masih dijumpai beberapa kendala seperti belum optimalnya penerapan program angkutan pelajar gratis terhadap ketepatan target sasaran.

Transportation for students is the main thing that is required of students to support access to learning. The importance of transport in reducing the high accident rate, especially among students having the government through the Department of Transportation Magetan Magetan strives to improve and minimize the high number of accidents of students by creating a program, ie by holding free student transportation program. The purpose of the program is to reduce the number of traffic violations as well as providing facilities for junior high school students or equivalent that does not have a drivers license as well as unqualified related psychological emotions in driving. Other than that, This program was also initiated to help reduce the burden on the community, especially for Junior High School Students atu equally disadvantaged. The purpose of this study is to analyze and describe the implementation of the Program is free student transportation in SMPN 4 Magetan (Studies in the Department of Transportation Magetan). This research uses descriptive method with qualitative approach. Data collection techniques in this research through interviews, observation and documentation. The focus of research used in this research is using a theoretical model of policy implementation by Mirele S. Grindel who have been affected by two major variables, namely the content of the policy and the context of implementation. Data analysis techniques of data collection, data reduction, data presentation, drawing conclusions or data verification. The results showed that the implementation of free student transportation program at the Junior High School 4 Magetan has been successfully implemented in achieving the objectives of the program itself, which can relieve the burden of parents of students in the cost of transportation to access to schools. Moreover, in practice the implementation of the program transport students free also managed to improve the welfare of the driver to realize the economic condition of the driver to be better, however, in the implementation of transport students free of charge is also still encountered some obstacles such as not optimal program implementation transport students free to accuracy target.
