Analisis Keberhasilan Teknologi Informasi SMART SOTO LA (Sistem Operasional Terpadu Online Lamongan) di Kantor Kepolisian Resort (Polres) Lamongan (Studi Pada Pelayanan Pengurusan Surat Izin Mengemudi)

Pelayanan publik merupakan kebutuhan setiap masyarakat, sehingga setiap instansi publik berupaya memberikan kualitas terbaik kepada masyarakat. Bentuk pelayanan pemerintah bukan hanya didapat dari pelayanan jasa, barang dan kesehatan Bentuk perlindungan keamanan merupakan bentuk pelayanan yang diberikan pemerintah lewat kepolisian.Dengan adanya hal tersebut maka Polri memberikan program promoter yaitu peningkatan pelayanan yang mudah dan berbasis teknologi informasi.Salah satu yang yang melakukan program promoter yaitu Polres Lamongan yang membuat aplikasi SMART SOTO LA (Sistem Operasional Terpadu Online Lamongan). Tujuan penelitian ini adalah untuk mendeskripsikan analisis keberhasilan teknologi informasi SMART SOTO LA (Sistem Operasional Terpadu Online Lamongan) di Polres Lamongan. Jenis penelitian yang digunakan ini yaitu deskriptif dengan pendekatan kualitatif.Fokus penelitan menggunakan teori keberhasilan teknologi informasi Menurut O”Brien, James A. dan Marakas, George M.(2010:17) yang meliputi efisiensi dan efektivitas.Teknik analisis data terdiri dari observasi, wawancara dan dokumentasi.Teknik analisis data dilakukan berdasarkan teknik oleh Miles dan Huberman.Hasil dari penelitian menunjukkan bahwa Polres Lamongan sudah menunjukkan keberhasilan teknologi informasi yang cukup baik. Akan tetapi masih terdapat beberapa kendala seperti trouble-nya aplikasi, terdapat kesalahan bagi pihak pemberi pelayanan, banyaknya CCTV yang tidak berfungsi, dan aplikasi SMART SOTO LA tidak dapat diunduh melalui appstore. Saran dari peneliti adalah memperbaiki sistem agar tidak mengalami masalah yang sama, petugas harus selalu fokus dalam melayani masyarakat agar tidak terjadi kesalahan dalam pelayanan, dilakukan perawatan CCTV seharusnya dilakukan setiap bulan sekali dan apabila tdak berfungsi segera diperbaiki pihak instansi sebaiknya membuat aplikasi SMART SOTO LA yang dapat dibuka melalui browser. Sehingga semua pengguna smartphone dapat mengakses aplikasi SMART SOTO LA.

Abstract

Public services are the needs of every people. Therefore, every public agencies provide the best quality to society. The form of government services does “not only” come from services, goods, and health but also security. The form of security protection is the example of service that is given from the government through the police. In consequence, the national police give a program promoter that is an easy service improvement and based on information technology. One of the implementers of the promoter program is Lamongan Regional Police. They made the SMART SOTO LA (Lamongan Online Integrated Operational System) application. The purpose of this study is to describe the analysis of the success of the information technology SMART SOTO LA (Lamongan Online Integrated Operational System) at Lamongan Regional Police Station.The type of this research is descriptive with a qualitative approach. The focus of the study uses the theory of information technology success according to O”Brien, James A., and Marakas, George M. (2010:17), which complements efficiency and effectiveness. The data analysis technique was carried out based on the technique by Miles and Huberman. He results of the study showed that the Lamongan Regional Police Station had shown a good success in information technology. However, there are still some obstacles such as application difficulties, there are errors for service providers, many CCTVs that dont work, and the SMART SOTO LA application cannot be downloaded through the appstore. Suggestions from researchers are to improve the system so that it does not experience the same problem, officers must always focus on serving the community so that there are no errors in service, CCTV treatment should be done every month and if it does not function immediately, the agency should make the SMART SOTO LA application can be opened through a browser. So that all smartphone users can access the SMART SOTO LA application.
