Collaborative Governance Dalam Upaya Merespon Pengaduan Masyarakat Terkait Lalu Lintas (Studi Pada Radio Suara Surabaya dan Kepolisian Resort Kota Besar Surabaya)

Permasalahan lalu lintas merupakan sebuah masalah yang pasti dihadapi oleh negara berkembang seperti Indonesia, utamanya pada daearah perkotaan. Kota Surabaya menjadi salah satu kota besar di Indonesia setelah Bandung dan Jakarta yang mempunyai persoalan sama yaitu permasalahan lalu lintas. Dalam mengatasi permasalahan lalu lintas, Kota Surabaya memiliki hal unik yaitu dengan melaksanakan collaborative governance yang terjalin antara Radio Suara Surabaya, Polrestabes Kota Surabaya, serta masyarakat. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian menggunakan teori proses colllaborative governance menurut Ansell and Gash (2007:228) yang terdiri dari Face to Face Dialogue, Trust Building, Commitmen to The Proces, Shared Understanding dan Intermediate Outcome. Hasil penelitian menunjukkan bahwa 5 indikator dari proses colllaborative governance yang dikemukakan oleh Ansell and Gash (2007:228) telah dijalankan oleh masing-masing stakeholders.

Kata Kunci : Pengaduan Masyarakat, Lalu Lintas, Collaborative Governance.

Abstract

The problem of traffic is a problem that must be faced by developing countries like Indonesia, especially in the urban area. The city of Surabaya has become one of the major cities in Indonesia after Bandung and Jakarta which has the same problem, namely traffic problems. In overcoming traffic problems, the City of Surabaya has a unique thing that is by implementing collaborative governance that exists between Radio Suara Surabaya, Surabaya City Police, and the community. This type of research is a descriptive study with a qualitative approach. The focus of research uses the theory of collaborative governance processes according to Ansell and Gash (2007: 228) which consists of Face to Face Dialogue, Trust Building, Commitment to The Process, Shared Understanding and Intermediate Outcome. The results showed that 5 indicators of the collaborative governance process proposed by Ansell and Gash (2007: 228) were carried out by each stakeholder.
