IMPLEMENTASI PROGRAM SENTRA PELAYANAN KEPOLISAN TERPADU (SPKT) DOOR TO DOOR OLEH KEPOLISIAN RESOR PELABUHAN TANJUNG PERAK KOTA SURABAYA

Pelayanan publik dalam lingkup kepolisian dapat direalisasikan melalui pelayanan SPKT yang merupakan cara strategis untuk lebih mendekatkan hubungan antara Polisi dengan masyarakat. Seperti halnya Polres Pelabuhan Tanjung Perak yang menciptakan terobosan baru yaitu program SPKT door to door yang merupakan wujud dari Surat Perintah Kepala Polres Nomor: Sprin/84/I/REN.1.3./2019. Melalui program tersebut, masyarakat tidak perlu datang ke kantor polisi untuk mengurus surat kehilangan, melainkan petugas yang akan mendatangi rumah masyarakat untuk membuatkan surat kehilangan. Tujuan dari penelitian ini yaitu mendiskripsikan implementasi Program SPKT door to door oleh Polres Pelabuhan Tanjung Perak. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif. Fokus penelitian ini yaitu analisis berdasarkan model implementasi yang dikemukakan oleh George C. Edward III yang terdiri dari 4 variabel diantaranya, komunikasi; sumber daya, disposisi, dan struktur birokrasi. Proses pengumpulan data dalam penelitian ini menggunakan 3 cara antara lain, wawancara, observasi, dan dokumentasi. Adapaun hasil yang diperoleh dalam penelitian ini yaitu: (1) proses komunikasi dalam menyalurkan informasi mengenai program SPKT door to door dengan melaksanakan sosialisasi yang dilakukan secara berkelanjutan; (2) sumber daya terdiri dari, sumber daya manusia yang terdapat 4 personil untuk menjalankan program SPKT door to door, sumber daya anggaran yang didapat sebagian besar dari Dipa Polres Pelabuhan Tanjung Perak, fasilitas berupa alat transportasi dan alat yang dibutuhkan untuk membuat surat laporan kehilangan; (3) disposisi, perekrutan petugas pelaksana dipilih melalui seleksi ketat yang diikuti oleh anggota Polres maupun Polsek; (4) penyebaran tanggung jawab terdiri dari penanggung jawab tertinggi yaitu Kepala Polres, Kepala SPKT, hingga petugas pelaksana program SPKT door to door.

Abstract

Public services within the scope of the police can be realized through SPKT services which is also a strategic way to get closer to the relationship between the police and the community. Like the Pelabuhan Tanjung Perak Regional Police that created a new breakthrough, namely the SPKT door to door program which is a manifestation of a warrant from the Police Chief Number: Sprin / 84 / I / REN.1.3. / 2019. Through this program, people do not need to come to the Police Station to take care of the loss letter, but the officer who will come on the people home to make the lost letter. The purpose of this study is to describe the implementation of the SPKT door to door program by the Pelabuhan Tanjung Perak Police. This research uses descriptive qualitative research type. The focus of this research is the analysis based on the implementation model proposed by George C. Edward III which consists of 4 variables including, communication; resources, disposition, and bureaucratic Structure. the process of collecting data in this study using 3 ways, among others, interviews, observation, and documentation. The results obtained in this study are: (1) the communication process in distributing information about the SPKT door to door program by conducting ongoing socialization; (2) resources consist of, human resources with 4 personnel to run the SPKT door to door program, budget resources obtained mostly from the Tanjung Perak Port Police Dipa, facilities in the form of transportation equipment and tools needed to make a lost report; (3) disposition, recruitment of executive officers is selected through a strict selection followed by members of the Polres and Polsek; (4) the distribution of responsibilities consists of the highest person in charge, namely the Head of the Police Station, the Head of SPKT, and the door to door implementing officers.
