COLLABORATIVE GOVERNANCE DALAM PENGEMBANGAN BADAN USAHA MILIK DESA (BUM DESA) DI DESA BANDUNGREJO KECAMATAN NGASEM KABUPATEN BOJONEGORO (STUDI PADA PEMERINTAH DESA BANDUNGREJO, PT. PERTAMINA EP CEPU, DAN INSTITUTE DEVELOPMENT OF SOCIETY)

Undang-Undang Nomor 6 Tahun 2014 tentang Desa, menempatkan desa sebagai dasar pembangunan suatu negara yang membawa ke arah kesejahteraan masyarakat berkelanjutan, melalui pembagunan Badan Usaha Milik Desa. Upaya yang dilakukan Pemerintah Desa Bandungrejo dalam membangun BUM Desa mengalami kendala seperti tidak adanya entitas bisnis, dan kapasitas sumber daya manusia dan modal belum memadai. Ketidakmampuan Pemerintah Desa Bandungrejo, sehingga dilakukannya collaborative governance oleh PT Pertamina EP Cepu, Institute Development of Society dan Pemerintah Desa Bandungrejo untuk melakukan pengembangan BUM Desa. Tujuan penelitian ini untuk mendeskripsikan dan menganalisis collaborative governance dalam pengembangan BUM Desa di Desa Bandungrejo Kecamatan Ngasem Kabupaten Bojonegoro. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Sedangkan fokus penelitian pada proses collaborative governance menurut Ansell dan Gash (2007) yang terdiri dari face to face dialogue, trust building, commitment to the process, share understanding, dan intermediate outcomes. Hasil penelitian ini menunjukkan bahwa setiap tahapan pengembangan BUM Desa tidak lepas dari adanya face to face dialogue dan non face to face dialogue juga penting dalam kolaborasi. Trust building dilakukan dengan membangun citra yang baik, pemahaman bersama dan potensi yang mendukung. Commitmen to the process dilakukan dengan menggugah komitmen, memberikan motivasi, dan pemahaman bersama. Share understanding dilakukan dengan pemahaman tujuan, peran stakeholders, dan pembagian hasil keuntungan, dan Intermediate outcomes yaitu hasil ternak ayam petelur mampu memenuhi kebutuhan masyarakat. Hambatan yang dihadapi adalah pengelolaan dan perawatan faktor produksi yang tidak mudah. Sehingga disarankan untuk menjalin kerjasama dengan entitas bisnis lainnya.

Abstract

Law No. 6 of 2014 concerning Villages, places villages as the basis for the development of a country that leads to sustainable community welfare, through the development of Village-Owned Enterprises. Efforts made by the Bandungrejo Village Government in developing BUM Desa experienced constraints such as the absence of business entities, and inadequate human and capital capacity. The inability of the Bandungrejo Village Government, so that collaborative governance was carried out by PT Pertamina EP Cepu, the Institute of Development of Society and the Bandungrejo Village Government to develop the BUM Desa. The purpose of this research is to describe and analyze collaborative governance in the development of BUM Desa in Bandungrejo Village, Ngasem District, Bojonegoro Regency. This research uses descriptive research with a qualitative approach. While the focus of research on the collaborative governance process according to Ansell and Gash (2007) consists of face to face dialogue, trust building, commitment to the process, share understanding, and intermediate outcomes. The results of this study indicate that each stage of BUM Desa development cannot be separated from face to face dialogue and non-face to face dialogue is also important in collaboration. Trust building is done by building a good image, mutual understanding and supporting potential. Commitment to the process is done by inspiring commitment, providing motivation, and mutual understanding. Share understanding is done by understanding the objectives, the role of stakeholders, and profit sharing, and Intermediate outcomes, namely the results of laying hens are able to meet the needs of the community. Constraints faced are the management and maintenance of factors of production that are not easy. So it is advisable to collaborate with other business entities.
