IMPLEMENTASI PROGRAM PENGEMBANGAN KEPROFESIAN BERKELANJUTAN (PKB) UNTUK MENINGKATKAN KUALITAS GURU (STUDI KASUS DI UPTD SDN GUNONG SEKAR 1 KABUPATEN SAMPANG)

Abstract

Program Pengembangan Keprofesian Berkelanjutan merupakan kebijakan dikhususkan bagi guru yang
mendapatkan sertifikasi guna mengembangkan kompetensi dan profesionalitasnya yang dilaksanakan sesuai
kebutuhan, bertahap, dan berkelanjutan. Sehingga, pelaksanaan program Pengembangan Keprofesian
Berkelanjutan (PKB) harus dilaksanakan sesuai kebutuhan guru yang bersangkutan. Kebutuhan yang dimaksud
yaitu kebutuhan guru dalam mencapai dan/atau meningkatkan kompetensinya diatas rata-rata kompetensi
profesi guru. Program untuk meningkatkan kualitas guru juga dilakukan di Kabupaten Sampang dengan
Peraturan Bupati Sampang Nomor 33 tahun 2018 tentang pembinaan dan pengembangan keprofesian
berkelanjutan bagi guru dan tenaga kependidikan. Program Pengembangan Keprofesian Berkelanjutan (PKB).
PKB adalah program dari pemerintah Kabupaten Sampang yang dikhususkan bagi guru mendapatkan sertifikasi
dimana dalam pelaksanaanya sesuai dengan kebutuhan, bertahap, dan berkelanjutan guna meningkatkan
profesionalitasnya. Pengembangan yang sudah terlaksanakan dalam program Pengembangan Keprofesian
Berkelanjutan (PKB) yaitu workshop tentang penyusunan media pembelajaran berbasis IT, workshop tentang
pembelajaran berbasis Science, Technology, Engineering, Art, and Mathematics (STEAM).
Penelitian ini bertujuan untuk mendeskripsikan implementasi, faktor pendukung dan faktor
penghambat serta implikasi adanya program Pengembangan Keprofesian Berkelanjutan (PKB) di UPTD SDN
Gunong Sekar 1 Kabupaten Sampang. Dalam penelitian ini menggunakan metode penelitian deskriptif dengan
pendekatan kualitatif. Teknik pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Fokus
penelitian ini menggunakan teori menurut Van Meter dan Van Horn yang terdiri dari enam indikator yaitu
standar dan sasaran kebijakan, sumber daya, Komunikasi antar organisasi dan penguatan aktivitas, karakteristik
agen pelaksana, kondisi social ekonomi dan politik, disposisi implementor. Perlunya meneliti penelitian ini
supaya mengetahui masalah yang terjadi di lapangan dan memberi saran untuk meringankan masalah yang ada.

The Sustainable Professional Development is a policy specifically for teachers who have received
certification in order to develop their competence and professionalism which is carried out as needed, gradually
and sustainably. Thus, the implementation of the Sustainable Professional Development (PKB) program must be
implemented according to the needs of the concerned teacher . This requirement is the need of teachers in
achievin and / or improving their competence above the average competency of the teaching profession. The
Programs to improve teacher's quality are also carried out in Sampang Regency with the Sampang Regent
Regulation Number 33 of 2018 concerning sustainable professional guidance and development for teachers and
education personnel. Sustainable Professional Development Program (PKB). PKB is a program from Sampang
Regency government which is specifically for teachers to get certification which in the practice is suitable with
the needs, gradually, and continuously in order to increase their professionalism. The developments that have
been carried out in the Sustainable Professional Development (PKB) program include workshops on the
preparation of IT-based learning media, workshops on Science, Technology, Engineering, Art, and Mathematics
(STEAM) -based learning.
This study aims to describe the implementation, supporting and inhibiting factors as well as the
implications of the Sustainable Professional Development (PKB) program at UPTD SDN Gunong Sekar 1,
Sampang Regency. This study used a descriptive research method with a qualitative approach. Data collection
techniques used interviews, observation and documentation. The focus of this research used a theory according
to Van Meter and Van Horn which consists of six indicators, namely standards and policy targets, resources,
communication between organizations and strengthening activities, characteristics of implementing agents,
socioeconomic and political conditions, disposition of implementors. It is necessary to research this research in
order to know the problems that occur in the field and provide suggestions to alleviate existing problems.
