IMPLEMENTASI KEBIJAKAN PELAYANAN ADMINISTRASI KEPENDUDUKAN MELALUI SISTEM INFORMASI ADMINISTRASI KEPENDUDUKAN (SIAK) DI MASA PANDEMI COVID-19 DI KECAMATAN JATIROGO KABUPATEN TUBAN

Abstract

The apperances of the COVID-19 has made the government to take policies to overcome the spread of the COVID-19. The SIAK policy is an effort to optimize social distancing by the Tuban Regency government for all sub-districts in Tuban. The services provided include the management of KK, E-KTP, KIA, birth certificates, death certificates and SKPT. According to the initial results of observations, it was found that there was involvement of brokers in managing administrative documents by the community. Another problem is about the uneven socialization. This study aims to determine the implementation of population service policies through SIAK during the COVID-19 pandemic in Jatirogo District in an effort to help maximize social distancing. The method used in this research is a qualitative approach with a descriptive type of research. Data collection techniques were carried out by observation, interviews and documentation. The focus of the research uses Matland's theory of implementation which uses "four points" as a measure of policy effectiveness, consisting of: policy accuracy, implementation accuracy, target accuracy and environmental accuracy. The results of the study show that in terms of policy accuracy, is considered appropriate, where this policy is quite capable of optimizing social distancing. On the accuracy of the implementation, it was found that the completion of the document was not in accordance with the existing SOP due to network constraints, which in turn led to the practice of middlemen who were chosen by the community as a shortcut. In terms of targeting accuracy, the intervention targets were on target, although in reality SIAK could not be accessed independently by the community. The accuracy of the environment shows that there are still people who do not know about the SIAK application and choose shortcuts through brokers if the need for documents is very urgent. Suggestions from researchers are that in the future the policy makers will provide access to the community, so that they can access independently and expand socialization.
