Analisis Penerapan Standar Pelayanan WARAS (Wisata Arsip Anak Sekolah) Berbasis Elektronik di Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur Pada Masa Pandemi COVID19

Abstract

The deadly virus from China is known as COVID19. Agencies that implement electronic-based services are the Office of the Library and Archives of East Java Province. WARAS (School Archives Tour) is an archive service program to educate school children about the importance of maintaining and maintaining archives. The purpose of this study is to analyze the application of electronic-based WARAS service standards at the East Java Provincial Library and Archives Service during the COVID19 pandemic. The research approach used is qualitative with descriptive method. Data collection techniques consist of observation, interviews, documentation and searches contained in online data. The data analysis technique which in the end uses data collection, data reduction, data presentation and drawing conclusions. The results of the study stated that using the Decree of the Minister of Administrative Reform (Menpan Decree) No. 63 of 2003, namely: 1) service procedures, not yet implemented socialization of the registration stage to the public 2.) completion time, less effective because it is still seen from the condition of participants and the provisions of the activity time 3 ) service fees, there are no fees for activities so that participants are happy to get knowledge without spending money 4) service products, there are obstacles in the application that suddenly errors when used 5) facilities and infrastructure, wifi and signal problems are not adequate when the activity takes place 6) competence of service providers, lack of human resources and no training for service officers. Based on the results of the ongoing WARAS service research, there are obstacles to the wifi used, which is trouble and hinders the activity process. Suggestions from researchers to the Office of the Library and Archives of East Java Province to prepare a backup modem so that WARAS activities can run smoothly.
