Abstract

The Cak Ngateso Program Service Innovation (Print Pengajuan Teko Deso) is an innovation initiated by the Jombang Regency population and Civil Registration Service in Collaboration whith the Vilage Government in providing population Administrati document management services where access to services is sufficient in the village. One of the villages that what used as a pilot village was Megaluh village, Jombang Regency which implemented an Innovation for the Cak Ngateso Service Program. The Cak Ngateso service in megaluh village only serves a number of population  administration services, such as appling for a Family Card (KK), birth and Death Certificates and Transfer Letter. The purpose of holding Cak Ngateso’s service is to facilitate services for the community. The type of research used is descriptive whith qualitative methods. The focus of the research uses the teory of component ofinnovationcapacity which consists of five indicatorsproposed by Emery et al. (2015) are as follows: Innovative Culture, Leadhership, Expert Knowledge, Stake Holder Engagement, Innovative Work Design. Data collection techniques used in this study are observation, interviews, and documentation. While the data analysis used in this study used 4 components consisting of data collection, data reduction, data presentation, and data verification. Based on the result of the study, it was shown that implementation of the Cak Ngateso Services Innovation in Megaluh Vilage had been running quite well and hadfulfiled the five component of innovation capacity although in its implementation there were still several obstacles. Culture of Innovationhas been applied in everyday life.Leadher is ableto be a facilitator and also a motivator for his subordinates. The expert significant difficulties because they have been provided with guidance from the Dispenduk Capil of Jombang Regency. The involvement of stakeholders shows that all support the existence of the program, and the last is that the innovative design has been implemented well.
