Car free day atau hari bebas kendaraan bermotor adalah sebuah program Dinas Perhubungan Kabupaten
Sidoarjo  yang  bertujuan  untuk  meningkatan  kualitas  lingkungan  serta  penghematan  bahan  bakar  di
Sidoarjo. Dalam implementasinya, car free day di Sidoarjo masih terdapat beberapa permasalahan, seperti
pemindahan polusi udara dari center point car  free day ke  jalan yang dijadikan  jalur alternatif dan  juga
pembukaan arus  jalan  lebih awal. Tujuan penelitian  ini adalah untuk mendiskripsikan  implementasi Car
Free Day  di  Jalan Achmad Yani Kabupaten Sidoarjo Studi Pada Pelaksanaan Surat Keputusan Bupati
Sidoarjo Nomor: 188/17/404.1.3.2/2013 Tentang Segmen Jalan Sebagai Center Point Kegiatan Car Free
Day  di  Kabupaten  Sidoarjo.  Penelitian  ini  termasuk  jenis  penelitian  deskriptif  dengan  pendekatan
kualitatif  yang dilakukan di kantor Dinas Perhubungan Kabupaten Sidoarjo.  Informan dalam penelitian
ini  adalah  para  petugas Dinas  Perhubungan Kabupaten  Sidoarjo  khususnya  dalam  bidang Manajemen
Rekayasa Transportasi Darat dan juga bidang Pengendalian dan Keselamatan yang menaungi program ini.
Teknik  pengumpulan  data  yang  digunakan  dengan melakukan  observasi, wawancara,  dokumentasi  dan
triangulasi.  Teknik  analisis  yang  digunakan  dengan  melakukan  pendekatan  logika  induktif.  Hasil
penelitian menunjukan pelaksanaan car  free day di Jalan Achmad Yani   Kabupaten Sidoarjo dilihat dari
model  implementasi  kebijakan  yang  dikemukakan  oleh Van Metter  dan Van Horn  secara  keseluruhan
sudah dilaksanakan tetapi masih terdapat kendala. Sasaran dan tujuan kebijakan sudah tercapai sedangkan
standar  kebijakan  masih  belum  tercapai.  Sumber  daya  yang  dimiliki  sudah  memenuhi  untuk
melaksanakan  program  ini.  Setiap  agen  pelaksana  mempunyai  tugas masing-masing.  Komunikasi  dan
koordinasi  sudah  berjalan  dengan  baik.  Kondisi  sosial,  politik  dan  ekonomi  juga  berpengaruh  dalam
pelaksanaannya  dan  respon  implementor  sangat  positif  sehingga  mempengaruhi  dalam  proses
pelaksanaan  car  free day. Saran yang diberikan dalam penelitan  ini adalah  tujuan pelaksanaan  car  free
day  harus  ditinjau  ulang,  para  petugas  pelaksana  harus  lebih  memperhatikan  ketepatan  waktu  sesuai
dengan peraturan, sosialisasi tentang pelaksanaan car free day harus lebih diintensifkan dan juga dampak
akibat kemacetan di jalur alternatif khususnya di Jalan Sultan Agung harus segera diatasi.

Abstract
Peraturan Car  free day  is a Department of Transportation Sidoarjo program which aims  to  improve  the
quality of the environment and fuel economy in Sidoarjo. There are still some problems in implementing
car free day in Sidoarjo, such as the removal of air pollutants from the center point to the way the car free
day  is used as an alternative path and also opening  the  flow path early. The purpose of  this  study  is  to
describe the implementation of the car free day on Jalan Ahmad Yani Sidoarjo study on implementation
of Decree of Regency Sidoarjo No. 188/17/404.1.3.2/2013 about  road segment as a center point activity
of  car  free day  in Sidoarjo. This  research  is  a descriptive  study with  a  qualitative  approach  in  district
office  of  the Department  of  Transportation  Sidoarjo  .  Informants  in  this  study  are  the Department  of
Transportation officials in District Sidoarjo, especially in the field of Engineering Management and Land
Transportation and Safety Control field  that houses  the program. Data collection  techniques are used  to
perform  observations,  interviews,  documentation  and  triangulation.  The  analysis  technique  used
inductive  logic approach. The  results showed  the  implementation of car  free day on Jalan Ahmad Yani Sidoarjo      is based on policy  implementation model proposed by Van Metter and Van Horn as a whole
has been carried out but there are still obstacles. Targets and policy objectives have been achieved while
still  not  reach  a  standard  policy.  Resources  have  already  meet  the  needed  number  to  implement  the
program. Each  agent has  the  task of  implementing. Communication  and  coordination  are  already well
underway.  The  social,  political  and  economic  influence  its  implementation  and  also  the  implementor
gives very positive response thus affecting the car free day implementation process. The advice which is
given in this research  is the purpose of the car free day should be reviewed, the executive officers must
pay more attention to timeliness in accordancing with the regulations, the socialization of the car free day
implementation should be intensified and also the impact of congestion on the alternate path, especially
in Jalan Sultan Agung must be addressed immediately.
