Office Administration Digitalization Based on Information Systems: A Systematic Literature Review

Abstract

Digital transformation has become a primary focus in the modernization of office administration, with recent studies indicating that technologies such as Document Management Systems (DMS), Enterprise Content Management (ECM), e-office, Optical Character Recognition (OCR), digital signatures, and blockchain are capable of improving document management efficiency and strengthening bureaucratic transparency. This study aims to identify key technologies in administrative digitalization, assess the effectiveness of their implementation, and map the challenges faced by various organizations. The approach employed is a Systematic Literature Review of 22 scholarly articles published between 2015 and 2024, sourced from Scopus, Google Scholar, DOAJ, and SpringerLink through processes of identification, screening, eligibility assessment, and synthesis of findings. The results indicate that information systems enhance administrative efficiency, including accelerating document disposition by up to 45%, reducing document loss, improving search accuracy, and establishing digital audit trails that reinforce accountability. Supporting technologies such as OCR and blockchain have been shown to improve the security and integrity of digital documents. However, significant challenges remain, particularly low levels of employees’ digital literacy, resistance to change, limited infrastructure, and misalignment between technological design and organizational operational conditions. These findings conclude that information systems play a critical role in the transformation of office administration; however, their success is highly dependent on organizational readiness, the strengthening of human resource competencies, and internal policy support. Future research needs to explore cross-sector implementation models and evaluate the long-term effectiveness of digital technologies in document governance.
