Distinct and Non-Overlapping Determinants of Records Management Accountability: Evidence from Sub-District Government Offices in Semarang, Indonesia

Effective records management underpins accountable local governance, yet sub-district offices in Indonesia frequently operate below the standards mandated by national archival law. This study examines how facilities and infrastructure, funding, and employee competence relate to records management accountability, and whether these determinants behave as compensatory, complementary, or distinct organisational resources. A cross-sectional survey was conducted between August and September 2025 across the twelve urban villages of Tembalang Sub-District, Semarang, Indonesia. Eighty-one of 101 employees were sampled proportionally and completed a twenty-eight-item five-point Likert instrument. Data were analysed using multiple linear regression, dominance analysis, and moderated regression. The three determinants were jointly associated with records management accountability, explaining 48.4 per cent of its variance (adjusted 46.4 per cent), and each made a significant partial contribution. Dominance analysis attributed 57.3 per cent of the explained variance to facilities and infrastructure, 32.1 per cent to employee competence, and 10.6 per cent to funding. The determinants were essentially uncorrelated with one another, and adding their two-way interactions did not improve model fit, indicating contributions that are distinct and additive rather than overlapping or mutually reinforcing. Funding reached significance only when the other determinants were held constant, a suppression pattern requiring cautious interpretation. These findings suggest that single-lever improvement strategies are unlikely to capture the variation attributable to the other domains, and support attention across all three, prioritised by their relative contributions. For vocational office administration education, they underscore the need to strengthen graduates' records-handling competence alongside literacy in digital archival systems.
