IMPLEMENTASI KEBIJAKAN SEDUDO (SISTEM ELEKTRONIK TERPADU DESA ONLINE) DI KANTOR DESA SEKARPUTIH, KECAMATAN BAGOR, KABUPATEN NGANJUK

Abstrak

Program SEDUDO  (Sistem Elektronik Terpadu Desa Online) merupakan program kebijakan pemerintah Kabupaten Nganjuk dalam hal pelayanan administrasi kependudukan serta laporan kinerja Pemerintah Desa yang dilakukan secara online dan terintegrasi di Desa maupun Pusat Kabupaten. Program SEDUDO bertujuan untuk mendukung pelayanan administrasi yang efektif dan efisien dengan memanfaatkan teknologi dalam sistem pengelolaannya. Identifikasi masalah dalam implementasi SEDUDO di Desa Sekarputih, yaitu; 1) Sumber daya Manusia (SDM), masyarakat yang sebagian masih belum optimal dalam penggunaan teknologi informasi. 2) Beberapa masyarakat setempat Desa Sekarputih mengaku belum mengetahui adanya program tersebut. Penelitian ini bertujuan untuk mendiskripsikan implementasi kebijakan SEDUDO (Sistem Elektronik Terpadu Desa Online) dalam hal administrasi kependudukan salah satunya di Desa Sekarputih. Jenis penelitian yaitu deskriptif dengan pendekatan kualitatif. Sumber data yang digunakan adalah data primer dan data sekunder. Teknik pengumpulan data yaitu wawancara mendalam, observasi, dokumentasi, dan studi literatur. Subjek penelitian yaitu Operator Layanan Desa Sekarputih, Kepala Seksi Pemerintahan Desa Sekarputih, serta masyarakat yang menggunakan aplikasi SEDUDO. Teknik analisis data yaitu reduksi data, penyajian data, dan verifikasi. Fokus penelitian adalah menggunakan teori Edward III dengan 4 indikator keberhasilan yaitu komunikasi, sumberdaya, disposisi, struktur birokrasi. Hasil dari penelitian ini adalah pada indikator komunikasi belum berjalan dengan baik karena belum melakukan sosialisasi. Pada indikator sumber daya masih memiliki kekurangan perihal informasi yang dibutuhkan seperti kelengkapan data pemohon. Indikator disposisi sudah berjalan baik, petugas melakukan tugas dan kewajibannya sesuai dengan peraturan yang berlaku. Indikator struktur birokrasi sudah berjalan baik, SOP dan pembagian kewenangan telah dilaksanakan dengan baik sesuai dengan petunjuk dan pedoman yang diberikan.

The SEDUDO Program (An Integrated Electronic System of Online Village) is the state-management policy program of the Nganjuk Regency for online public service administration and integrated by Rural Administration Reports. The SEDUDO program aims to support effective and efficient administration services by leveraging technology in the systems of management.Identification of problems in the implementation of SEDUDO in Sekarputih Village, namelyRegarding human resources (HR), several local people in Sekarputih Village who still do not understand the use of the SEDUDO application and admit that they do not know about the program. This research aims to assess the implementation of SEDUDO policy (An Integrated Electronic System of Online Village) in Sekarputih Village. The kind of research is descriptive with a qualitative approach. The data sources used are primary and secondary data. Data collection techniques are in-depth interviews, observation, documentation, and literature studies. Data analysis techniques are data reduction, data presentation, and verification. The focus of research is to use Edward III's theory with four indicators of success - Communication, Resources, Dispositions, Bureaucratic Structure. The result of this research showed that in communication indicators haven't been going well because they haven't socialized yet. At resource indicators it still has a deficiency as to the required information as the applicant's file. The disposition indicator is had been going well, the officer does his duty and his duty according to the rules. The bureaucratic structure indicators had been going well, SOP and distribution of authority had been well carried out according to the guidelines provided. Suggestions from this research are periodic socialization to the community, and if there is a change in the completeness of the file, the village government immediately informs the community so that there is no confusion regarding the required data.
