KESADARAN TENTANG JAMINAN SOSIAL KESEHATAN PASCA PENERAPAN BADAN PENYELENGGARA JAMINAN SOSIAL KESEHATAN DI KABUPATEN TULUNGAGUNG

Tingginya biaya layanan kesehatan dan resiko kesehatan yang rentan terjadi pada pelaku dunia usaha merupakan dasar dikeluarkannya kebijakan tentang BPJS kesehatan. Industri jenis apapun wajib menerapkan jaminan sosial kesehatan tersebut. Setiap pemilik industri yang tidak mendaftarkan pekerjanya sebagai peserta BPJS kesehatan, akan mendapatkan sanksi hukum tertentu. Salah satunya izin pendirian usaha akan dicabut. Ancaman tersebut ternyata tidak memberikan dampak yang maksimal bagi pemilik industri di kabupaten Tulungagung. Penelitian ini menggunakan metode kualitatif dengan pendekatan etnografi. Data dikumpulkan melalui teknik wawancara mendalam, observasi non partisipan, serta mengumpulkan dokumen-dokumen pendukung. Fokus kajian penelitian ini adalah kesadaran tentang jaminan sosial kesehatan pasca penerapan BPJS kesehatan oleh peserta dan non peserta. Pada observasi awal diantara lima industri yang telah disurvey, hanya ada satu industri yakni PG Modjopanggoong yang telah terdaftar sebagai peserta BPJS kesehatan. Sedangkan industri yang lain belum terdaftar sebagai peserta. Salah satunya adalah CV Goeno. Hal ini disebabkan karena kesadaran akan pentingnya jaminan sosial kesehatan belum maksimal dimiliki oleh pemilik industri dan pekerjanya. Kesadaran itu ada tetapi belum diwujudkan dalam tindakan yang lebih nyata. Padahal seharusnya, adanya BPJS kesehatan dapat membuahkan hasil yang maksimal seperti yang diharapkan oleh pemerintah.

Abstract

The high cost of health service and the vurnerable of health risk that happen to every person in the world is the main reason to make this policy. All the kind of industry must apply this assurance of social health. These rules became a stern warning to employees who are not immediately register their workers to both the social assurance, so they will be given specific legal sanction. One of sanction is the revoked of business license. That sanction does not provide a maximum impact to the employees in Kabupaten Tulungagung. This research method is a qualitative ethnographic approach. Data were collected through in-depth interview techniques, non-participant observation, and collecting documents. The focus of this research study is the awareness about the assurance of  social health after the BPJS post-implementation by the participants and non-participants. In the beginning observation, from five industry that have surveyed only one industry, PG Modjopanggoong that have registered as participants. Meanwhile the others industies haven’t been registered, one of them is CV Goeno. It is caused the awareness about the assurance of  social health haven’t been maximed by the owner of industry and their employees. Basically, the awereness is present, but haven’t shown by the real actions. But actually, the BPJS health assurance can be able to give the maximal results same like the Government hope.
