KONSTRUKSI MASYARAKAT DESA GAYAM TENTANG KEBIJAKAN DANA ALOKASI KHUSUS PENDIDIKAN KABUPATEN BOJONEGORO

Tanah Indonesia dikenal sebagai tanah surga karena kesuburannya. Di Bojonegoro terdapat pertambangan minyak gas yang terletak di Desa Gayam. Untuk mewujudkan sumber daya alam menjadi berkah, Pemkab Bojonegoro bersama Exxon Mobil Cepu Limited mengeluarkan kebijakan Dana alokasi khusus pendidikan  (DAK) yang diperoleh dari hasil ekplorasi dan eksploitasi migas Bojonegoro. Penelitian ini bertujuan untuk mengetahui konstruksi masyarakat Desa Gayam tentang kebijakan DAK pendidikan Kabupaten Bojonegoro. Penelitian ini menggunakan pendekatan kualitatif dengan perspektif teoritik Peter L. Berger. Subjek penelitian ini dipilih dengan menggunakan teknik Purposive yaitu warga yang bertempat tinggal di Desa Gayam, Kecamatan Gayam, Kabupaten Bojonegoro, warga yang mempunyai anak yang sekolah di SMA/MA/SMK sederajat, dan warga yang tidak mempunyai anak yang sekolah di SMA/MA/SMK sederajat. Pengambilan data dilapangan dengan menggunakan observasi dan wawancara. Hasil pada penelitian ini menunjukkan bahwa masyarakat yang mendapatkan DAK pendidikan cenderung menerima, sedangkan mereka yang tidak mendapatkan DAK pendidikan menolak kebijakan tersebut. Penolakan ini tidak hanya karena mereka tidak mendapat DAK pendidikan saja, akan tetapi anggapan mereka bahwa pendidikan tidak hanya tanggung jawab orang tua dan migas seharusnya memberi kompensasi menyeluruh atas dampak yang dibuatnya.

Abstract

The land of Indonesia is known as the heaven land because of its fertility. In Bojonegoro there is a mining of oil and gas which are located in Gayam Village. Realize the natural resources be a blessing, the Bojonegoro Pemkab and Exxon Mobil Cepu make a policy of allocation fund special for education (DAK) which is obtained from the exploration and exploitation of Bojonegoro oil and gas.This research aims to know the construction of Gayam Village community about the Bojonegoro regency’s policy of DAK education. This study use a qualitative approach with Peter L. Berger’s theoretical perspective. The subjects of this study were chosen by Purposive technique, that are  Gayam Village resident, Gayam District, Bojonegoro Regency. Residents who have children who are schooling in senior high school and Residents who do not have children who are schooling senior high school. taking data in the field uses observation and interview method. The results of this study indicate that the construction of the community: the people who get DAK education tends to receive the policy but  those who do not get DAK education reject the policy. This refusal is not only because they do not get DAK education  but also because of their assumption that education is not only the parent’s responsibility. So  emcl should provide thoroughly a compensation for the impact which they makes.
