RESOLUSI KONFLIK PELEBARAN JALAN DUDUKSAMPEYAN GRESIK

Abstract

Abstrak

Penelitian ini tentang pelebaran jalan di ruas jalan Desa Duduksampeyan. Salah satu kendala pelebaran jalan karena konflik lahan. Konflik terjadi diantara Kementrian Pekerjaan Umum Provinsi Jawa Timur sebagai panitia pelebaran dan warga Duduksampeyan sebagai pemilik lahan. Konflik lahan terkendala pembebasannya yang mengalami perbedaan harga ganti-rugi. Tujuan penelitian ini mengidentifikasi bentuk-bentuk konflik, menjelaskan savety valve, dan mendeskripsikan resolusi konflik pada pelebaran jalan Duduksampeyan. Metode penelitian ini menggunakan pendekatan kualitatif, dengan perspektif teori Lewis A. Coser. Lokasi penelitian di Desa Duduksampeyan. Subjek terdiri atas Kementrian PU Provinsi Jawa Timur, warga Duduksampeyan pemilik lahan, aparat Desa Duduksampeyan, dan aktifis pelebaran. Subjek ditentukan dengan teknik bertujuan atau purposive. Penelitian ini mengadopsi model analisis  Miles dan Huberman. Hasil dari penelitian menunjukkan bentuk konflik yang realistis diantaranya konflik pembebasan lahan dan konflik pembubaran Tim Delapan Belas. Konflik pembebasan akibat perbedaan herga ganti rugi. Konflik pembubabaran Tim Delapan Belas akibat digantikan dengan Tim Sembilan. Adanya katup penyelamat Lewis A. coser sebagai peredam konflik lewat aksi simpatik pelebaran jalan Duduksampeyan oleh aktifis pelebaran. Resolusi konflik pembebasan menggunakan jalur negosiasi oleh petugas saker yang berhasil menyelesaikan sisa pembebasan lahan.

This research about is widening of roads on the village Duduksampeyan. One of the difficulties widening of road expansion because to conflict land. Conflict happened between The Ministry of Public Works Province of East Java as widening commite and residents Duduksampeyan as the land owner. Conflict land a release experience in the price compensation. The purpose of this research identify forms conflict, explained savety-valve, and described conflict resolution on the road widening Duduksampeyan. The method of this research adopted qualitative approaches, with Lewis A Coser perspective the theory. This research locations in the village Duduksampeyan. The subject consists of the ministry of The Ministry of Public Works Province of East Java, Residents Duduksampeyan owners, Village Officials Duduksampeyan , and Activist Widening. The subject is determined to technique aims or purposive. This research adopt model Miles and Huberman analysis. The result of research indicating a form of conflict realistic of them conflict land acquisition and conflicts dissolution Eighteen Team. Conflict the release of a result of the difference price compensation. Conflict dissolution Eighteen Team due to replaced by the Nine Team. The safety-valves Lewis A Coser as silencer conflict through of the campaign widening of road Duduksampeyan by Activist Widening. Conflict resolution liberation use the negotiations by The Officers Saker who finished the rest of land acquisition.
