Abstract

Brokers are illegal acts that mediate the management of something by expecting a reward in the form of wages. The phenomenon
of brokering continues to exist in the midst of society, even though there is a prohibition against the use of brokers' services. The
brokering practice adopted in this study is the practice of brokers located at the Jombang Regency Population and Civil
Registration Office. The purpose of this study is to understand the socio-economic profile between individuals and to understand
the network of social exchange practices carried out by brokers, individual dispendukcapil officers, and residents who manage
population data. This study uses a qualitative method that produces descriptive data and analysis. The analysis was carried out
through three stages of data analysis, namely: data reduction, data presentation, and drawing conclusions. The perspective of social
exchange theory proposed by George C. Homans is used as an analytical knife. The results obtained from this study indicate that
in the practice of brokering there are five propositions that allow each actor who is the subject of research to repeat actions that are
mutually beneficial to each other.
