After more than a year the distance learning policy has been implemented since March 2020. In June 2021 the Ministry of Education and Culture issued a decree letter SKB 4 Ministers No. 4 of 2021 which refers to the resumption of face-to-face schools with predetermined requirements. The main reason for the return of face-to-face learning is because of the impact of learning loss experienced by students if distance learning is continued. The face-to-face learning policy has pros and cons in the community because it is feared that new clusters will form in schools which will actually cause Covid-19 cases to increase again. This study uses a qualitative method using the framing analysis model of Robert N. Entman. The results of this study indicate that Jawapos.com is not balanced in taking sources because most of the sources come from political elites. Meanwhile, Suarasurabaya.net shows more of its efforts to remain balanced by choosing sources from academia. Suarasurabaya.net prefers to raise issues regarding government policies through selecting sources from academics who criticize the 4 Ministerial Decree policy regarding the mandatory PTM amid the increasing variant of Omicron in Surabaya.
