ANALISIS KINERJA BIAYA DAN WAKTU PELAKSANAAN PEMBANGUNAN MY TOWER HOTEL & APARTMENT PROJECT MENGGUNAKAN METODE NILAI HASIL (EARNED VALUE)

Abstract

Proyek-proyek besar memiliki ketergantungan pekerjaan yang sangat kompleks sehingga pengendalian sangat diperlukan untuk mencegah ataupun mengatasi permasalahan yang nantinya akan muncul. Dalam pelaksanaan proyek, sangat jarang ditemui proyek-proyek yang berjalan tepat waktu dengan biaya yang direncanakan. Dalam pengendalian biaya dan waktu ini telah diperkenalkan konsep Nilai Hasil (Earned Value). Metode Nilai Hasil (Earned Value) memberikan informasi status kinerja proyek pada suatu periode pelaporan dan memberikan informasi prediksi biaya yang dibutuhkan dan waktu untuk menyelesaikan seluruh pekerjaan berdasarkan indikator kinerja saat pelaporan.

Penelitian ini bertujuan untuk mengetahui kinerja biaya dan waktu tiap minggu dan mengetahui biaya penyelesaian dan waktu akhir proyek. Metode yang digunakan adalah metode Nilai Hasil (Earned Value) yang dilakukan pada pembangunan My Tower Hotel & Apartment Project.

Dari hasil analisis metode Nilai Hasil (Earned Value) diperoleh kinerja biaya dan waktu per minggu berada dibawah rencana, yang berarti bahwa realisasi pekerjaan per minggu belum mencapai target. Proyek mengalami keterlambatan sebesar 28,6935% dari rencana awal 94,4410%. Hasil penelitian memperkirakan biaya akhir proyek yaitu Rp. 40.295.096.433,69 dari nilai kontrak Rp. 49.201.800.000,00 dan mendapat keuntungan Rp. 4.433.843.461,41 dengan PPn 10%. Untuk perkiraan waktu akhir proyek yaitu 378 hari dari waktu kontrak 365 hari. Proyek mengalami keterlambatan 13 hari dengan denda sebesar Rp. 639.623.400,00. Sehingga keuntungan bersih proyek sebesar Rp. 3.794.220.061,41 atau 8,48%.

Every project has complexly dependencies work so that controls are necessary to prevent or overcome the problem. In the implementation of project, it was very rare project running on time with good budgeted cost. The control of cost and time has introduced the concept of earned value. Results of Earned Value give an information status of project performance reporting period and provide predictive information and time costs required to complete the entire job based on the current performance indicator report.

The aim of this research is determine cost and time performance each week and determine solution cost and the final project. The method was used method Earned Value conducted on the construction of My Tower Hotel & Apartment Project.

Based on the data analysis was obtained by the performance of the cost and time per week under the plan, it means the realization of the work per week has not reached the target. The project has been delayed by 28,6935 % from 94,4410 % main planned. The result of studies estimate at complation of the project was Rp. 40.295.096.433,69 from the contract value Rp. 49.201.800.000,00 and benefit Rp. 4,433,843,461.41 with 10% Ppn. Estimate all schedule of the project was 378 days from the time the contract 365 days. The project has been delayed 13 days with fine Rp. 639,623,400.00. So the net profit Rp. 3,794,220,061.41 or 8.48%.
