Analisis Kinerja Biaya dan Waktu dengan Konsep Nilai Hasil Pada Proyek Bangunan Data Centre Kawasan Industri Cikarang

Keterlambatan kinerja proyek menjadi salah satu masalah dalam dunia konstruksi. Keterlambatan menyebabkan konflik, penambahan waktu dan biaya, serta penyimpangan kualitas penyelesaian proyek. Kondisi serupa terjadi pada proyek Bangunan Data Centre Kawasan Industri Cikarang dengan total durasi selama 368 hari dengan total kontrak sebesar Rp 56.525.039.977. Pemutusan Kerja Sama Operasi (KSO) sehingga mengakibatkan proyek terhenti selama 6 minggu. Estimasi proyek dapat diprediksi dengan menggunakan Earned Value Management (EVM) untuk mengetahui penambahan biaya dan waktu. Analisis keandalan dibutuhkan guna mengetahui ketepatan perhitungan yang dilakukan selama proses analisis kinerja biaya dan waktu. Nilai reliabilitas dapat digunakan untuk mengukur probabilitas penyimpangan di luar kewajaran. Analisis EVM minggu 23 proyek menghasilkan nilai SPI 0,7558 dan nilai CPI 0,9851 dengan keterlambatan 10 minggu dari 51 minggu dan defisit Rp. 855.442.181,75 dari Rp. 56.525.039.977. Analisis keandalan menemukan probabilitas penyelesaian proyek dengan penambahan biaya akhir 5%-20% berkisar antara 0,00%-0,68% serta probabilitas penambahan waktu penyelesaian 5%-15%,+50 hari serta kondisi khusus berkisar antara 2,81%-39,36%.

Abstract
Project performance delays are one of the problems in the world of construction. Delays cause losses because conflicts, additional time and costs, and deviations in the quality of project completion accompany them. A similar condition occurred in the Cikarang Industrial Estate Data Centre Building project with a total duration of 368 days with a total contract of IDR 56,525,039,977. Internal problems resulted in the termination of the Joint Operation (JO), which resulted in the project being stopped for six weeks. Project estimates can be predicted by using Earned Value Management (EVM) to find out additional costs and time. Reliability analysis is also needed to determine the accuracy of calculations made during the cost and time performance analysis process. The reliability value can be used to measure the probability of deviations outside reasonable limits. EVM analysis at week 23 of the project resulted in an SPI value of 0.7558 and a CPI value of 0.9851 with a delay of 10 weeks from 51 weeks and a deficit of IDR 855,442,181.75 from IDR 56,525,039,977. Reliability analysis found the probability of project completion with an additional final cost of 5% -20% ranging from 0.00% -0.68% and an additional probability of completion time of 5% -15%, +50 days, and special conditions ranging from 2.81% - 39.36%.
