HAMBATAN YANG DIHADAPI GURU PENDIDIKAN PANCASILA DAN KEWARGANEGARAAN DALAM MENERAPKAN KURIKULUM 2013 DI SMP NEGERI SE-KABUPATEN LAMONGAN

Abstract

Penelitian ini mengungkapkan tentang hambatan yang dihadapi guru PPKn dalam menerapkan kurikulum 2013. Tujuan penelitian ini adalah menganalisis hambatan yang dihadapi guru PPKn dalam menerapkan kurikulum 2013 di SMP Negeri se-Kabupaten Lamongan. Subjek penelitian ini adalah guru PPKn di SMP Negeri se-kabupaten Lamongan yang menjadi Pilot Project pengembangan kurikulum 2013. Pendekatan dan desain penelitian yang digunakan dalam penelitian ini adalah diskriptif kuantitatif. Metode pengumpulan data dalam penelitian ini adalah angket dan wawancara. Teknik analisis data dalam penelitian ini adalah deskriptif presentase. Hasil penelitian ini menunjukan bahwa: 1) Hambatan yang dihadapi antara lain adalah mengembangkan silabus secara mandiri sebanyak 72,2% guru, mengembangkan RPP secara mandiri sebanyak 50% guru, menyusun kegiatan pembelajaran dengan menggunakan pendekatan ilmiah sebanyak 22,2% guru, mengembangkan indikator pencapaian pada setiap KD sebanyak 22,2% guru, menguasai berbagai macam model pembelajaran sebanyak 55,6% guru, melakukan penilaian afektif sebanyak 45,8% guru, melakukan penilaian psikomotor sebanyak 38,9% guru, memotifasi keaktifan siswa 44,4% guru, dan mengoperasikan media teknologi sebanyak 27,8% guru. 2) Upaya mengatasi hambatan kurikulum 2013 dengan melakukan diskusi dengan guru PPKn melalui MGMP, mengikuti seminar/ lokakarya mengenai kurikulum 2013, memanfaatkan silabus yang telah dibuat pemerintah, dan mempelajari serta memahami berbagai macam model pembelajaran.

Abstract

This research reveals about the obstacles that is faced by civic education teachers in implementing the 2013 curriculum. The purpose of this research is analyzing the civic education teachers obstacles that is faced in implementing the 2013 curriculum in secondary schools throughout the Lamongan district. The subjects were secondary schools civic education teachers throughout the Lamongan district which is being a Pilot Project of 2013 curriculum implementation. The approach and design of this research is quantitative descriptive. Data collection method in this study was a questionnaire and interviews. Data analyzing techniques in this research is descriptive percentage. These results indicate that: 1) the Obstacle among others are developing independently syllabus as much as 72,2% of teachers, developing lesson plans independently as much as 50% of teachers, organizing learning activities using a scientific approach as much as 22,2% of teachers, developing indicators of achievement in each based competence as much as 22,2 % of teachers, mastering a variety of learning models as much as 55,6% of teachers, making an affective assessment as much as 45,8% of teachers, making a psychomotor assessment as much as 38,9% of teachers, motivating students activeness as much as 44.4% of teachers, and operating the technology media as much as 27.8% of teachers. 2) the efforts to overcome the 2013 curriculum obstacles by discussing with civic education teachers through MGMP, following the 2013 curriculum workshops, utilizing the syllabus that has been made by the government, and learning and understanding the wide variety of learning models.
