Tujuan yang ingin dicapai adalah memperoleh deskripsi dan analisis (1) Membangun sistem
informasi sumber daya alam dan potensi lokal dengan penerapan metode partisipatif yang dapat digunakan
sebagai pengembangan program pendidikan luar sekolah. (2) Memberikan gambaran program Pendidikan
Luar Sekolah yang dapat dikembangkan di Dusun Bangoan, Desa Kedung Peluk Kecamatan Candi
Kabupaten Sidoarjo
Penelitian ini menggunakan pendekatan kualitatif. Sumber data yang digunakan yaitu Seluruh
warga . Fokus penelitian yang dikaji dalam penelitian yaitu pemetaan potensi masyarakat dengan
menggunakan metode partisipatif sehingga informasi itu akan membuat pemetaan mengenai penduduk,
pendidikan dan ekonomi di Dusun tersebut selanjutnya hasil pemetaan akan dikelolah menjadi
perencanaan program pendidikan luar sekolah pengumpulan data yang digunakan yaitu observasi,
wawancara mendalam, dan dokumentasi serta mengadakan forum diskusi langsung dengan masyarakat
Dusun Bangoan.
Berdasarkan temuan peneliti dilpangan program yang berjalan di masyarakat banyak yang sia-sia
artinya program pendidikan luar sekolah banyak yang bersifat mubazir dan tidak tepat sasaran serta
mengakibatkan masyarakat itu menjadi tidak mandiri karena kurang dilibatkan dalam perencanaannya. Hal
tersebut sangat disayangkan apabila hal tersebut terjadi berulang-ulang dalam penyelenggaraannya.
Berdasarkan temuan peneliti menunjukkan bahwa bahwa dalam menerapkan pendidikan luar
sekolah harus disesuaikan dengan kebutuhan sasaran agar mereka dapat mencapai tujuan yang diinginkan
melalui pendidikan luar sekolah ini. Pendidikan luar sekolah yang dapat menghasilkan pendapatan warga
dan kemampuan untuk menunjuang pekerjaan sangat antusias sekali warga dalam menyambut hal tersebut.
Selanjutnya pembangunan dalam Dusun ini sangat diperlukan sebagai upaya untuk meningkatkan taraf
ekonomi masyarakat Dusun tersebut dari sektor pertambakannya untuk lebih pengelolahan tambaknya
menjadi lebih modern dan meminimalisir biaya operasional serta memaksimalkan keuntungannya.

MAPPING THE LOCAL POTENTIAL BY USING PARTICIPATIVE METHOD AS THE BASICS
PLANNING OF NON-FORMAL EDUCATION PROGRAM IN DUSUN BANGOAN DESA KEDUNG
PELUK KECAMATAN CANDI KABUPATEN SIDOARJO

ABSTRACT

Building a program of non- formal education in society must concern on all resources that is existed or
something that can be created. In this case, there need an integration and efficient use of the resources from
both government resources and private resources. It was the background of the researcher to conduct this
research. Furthermore, information system was really needed to support the implementation of non- formal
education program. This information system that was built used participative model which meant this
system was the collection of data that was collected from the society participation.
The aims of the research were to get the description and analysis of (1) building natural resource
information system and local potential by using participative method which can be used as non- formal
education development program, (2) giving the examples of the activities of non- formal education program
that can be developed in Dusun Bangoan, Desa Kedung Peluk Kecamatan Candi Kabupaten Sidoarjo.
This research was a qualitative research. The source of the data which was used was all citizens.
The focus of the research was society potential mapping which used participative method, so that the
information would be delivered into non- formal education development program. The data collection
techniques were observation, depth- interview, and documentation. It also used open discussion with the
Dusun Bangoan society.
The result of the research was the participative method is an effective method in doing society
potential mapping because the role of the society was crucial in giving the exact and immediate information
of economy, education, and jobs conditions of the society.
Those showed that the implementation of non- formal education must be capable with the target
needs so that they could get their purposes by this non- formal education. Non- formal education could
make the society to get additional income and skills that support them. Fortunately, they accepted it
enthusiastically. Then, the development in this area was needed as an effort to increase society economy
level, especially in embankment. It should be being more modern, minimize the operational expenses and
maximize the profit.
