Kebijakan Kota/Kabupaten Layak Anak (KLA) merupakan upaya pemerintah dalam Kota/Kabupaten untuk mempercepat Implementasi Konvensi Hak Anak (KHA) dari kerangka hukum. Melalui program peningkatan kualitas sumber daya manusia (SDM) tentang KHA dalam bentuk kegiatan sosialisasi gender dan perlindungan anak melalui MONIK (Mobil Media Informasi Keliling) dengan tujuan memberikan dan membuka wawasan perempuan serta pembelajaran sejak dini terhadap anak agar mampu bersaing dan berkembang dengan baik. Dengan adanya tema tersebut peneliti menjabarkan melalui fokus masalah sebagai berikut: 1) Pelaksanaan program MONIK (Mobil Media Informasi Keliling) 2) Kelebihan dari program MONIK (Mobil Media Informasi Keliling)3) Kelemahan program MONIK(Mobil Media Informasi Keliling).
Pendekatan yang digunakan dalam penelitian ini yaitu menggunakan pendekatan kualitatif. Menggunakan metode pengumpulan data observasi partisipan, wawancara mendalam dan dokumentasi. Serta menggunakan teknik analisis data yang meliputi reduksi data, penyajian data dan verifikasi data. Didukung dengan keabsahan data menggunakan kredibilitas, dependabilitas, konfirmabilitas dan transformabilitas.
Hasil penelitian pada pelaksanaan program MONIK (Mobil Media Informasi Keliling), berjalan dengan efektif serta menambah wawasan bagi perempuan dan anak. Adanya hasil perubahan yang dialami oleh peserta yaitu pengembangan diri terhadap informasi melalui media buku yaitu perpustakaan. terpenuhinya hak atas informasi yang layak meliputi : mendapatkan informasi melalui perpustakan, mendapatkan media pembelajaran yang baru untuk anak-anak, mampu membawa perubahan bagi kesejahteraan keluarga khususnya bagi perempuan. Dari hasil pelaksanaan MONIK (Mobil Media informasi Keliling) ditemukan kelemahan dan kelebihan. Untuk kelemahan program yaitu bahan ajar untuk panggung boneka tidak menggunakan bahan ajar dan modul yang paten, alokasi waktu yang singkat, tingkat partisipasi masyarakat masih kurang. Selain itu juga terdapat kelebihan program media yang diberikan sangat kreatif dan menarik, didukung oleh lembaga-lembaga terkait dengan KLA dan petugas-petugas yang sangat interaktif dan komunikatif.

Policy district worthy of a child ( WOC ) is an effort of the government in district to accelerate the implementation of the rights of children convention of a legal framework.Through the program of improving the quality of human resources about kha ) in the form of gender socialization activities and child protection through MONIK (Car Mobile Information Media Roving) with the purpose of giving insight and open women and early learning from against children in order to compete and well-developed.By the presence of the theme through researchers outline focus it as a follows: 1) Program implementation MONIK (Car Mobile Information Media Roving) 2) Excess of the program MONIK (Car Mobile Information Media Roving) 3) Weakness monik program MONIK (Car Mobile Information Media Roving).
The approach used in this research namely using a qualitative approach.Using data collection method, observation of the participant in-depth interviews and documentation. As well as using data analysis technique which includes the reduction of the data, presentation of data and data verification. Supported by the validity of the data using credibility, dependabilitas, konfirmabilitas and transformabilitas.
The results of research on the program implementation MONIK (Car Mobile Information Media Roving), work effectively and to increase insight for women and children. The existence of the results of the changes for by workerparticipating in which is the development of themselves against information through the medium of a book that is the library. The fulfillment the right to information being worthy of includes: obtained information from library consisting , get media new learning for children , capable of being bring any changes to the family welfare particularly for women. From the results of the implementation of MONIK (Car Mobile Information Media Roving) found weakness and excess. Programe to weakness namely teaching materials to a puppet not use of teaching materials and module that patent allocation of time briefly, the level of participation of the community are lacking.In addition there are also excess the program a medium that is given a very creative and interesting , supported by relevant institutions with kla and officers interactive very and communicative.
