EFEKTIFITAS PROGRAM PENDIDIKAN KEWIRAUSAHAAN MASYARAKAT MELALUI MODEL ENAM FITUR INTI SEBAGAI UPAYA MENUMBUHKAN WIRAUSAHA DI WILAYAH BINAAN UPT SKB CERME KABUPATEN GRESIK

Pendidikan Kewirausahaan Masyarakat diluncurkan oleh pemerintah malalui Direktorat Jendral PAUDNI sebagai upaya solutif mengatasi pengangguran di Indonesia dan menekan angka kemiskinan. Ada anggaran untuk perintisan usaha bagi peserta didik secara perorangan ataupun membentuk kelompok usaha setelah menyelesaikan keterampilan. Pada kondisi idealnya diharapakan dana dapat bergulir dari satu peserta atau kelompok ke peserta atau kelompok lain apabila usaha mereka telah berhasil untuk mandiri. BPPAUDNI Regional II Surabaya dalam menjawab kebutuhan akan mekanisme tersebut melahirkan sebuah model untuk pendidikan kewirausahaan masyarakat yakni model Enam Fitur Inti (EFI). Melihat latar belakang diatas, peneliti merumuskan masalah bagaimana pelaksanaan program PKM melalui model EFI dan efektifitas program sebagai upaya menumbuhkan wirausaha.

Pendekatan penelitian yang digunakan peneliti adalah deskriptif kualitatif. Subjek data berasal dari peserta didik, narasumber, pamong belajar. Teknik pengumpulan data menggunakan metode observasi, wawancara, dan dokumentasi. Analisis data yang digunakan adalah reduksi data, display data dan verifikasi. Sedangkan dalam uji keabsahan data peneliti menggunakan kredibilitas, transferability, depenability dan konfirmability.

Hasil dari penelitian ini menunjukkan bahwa Pelaksanaan program PKM melaui Model EFI berjalan baik dan lancar. Terbukti bahwa calon peserta didik mengikuti proses perekrutan dengan cara wawancara. Hasil dari wawancara tersebut dapat ditemukan analisis kebutuhan pelatihan yaitu pelatihan las dan tenun. Kegiatan pelatihan yang diberikan pada peserta didik yaitu pelatihan kewirausahaan dan pelatihan vokasional. Untuk menguji atau menilai kompetensi peserta didik menggunakan metode tes tulis dan penilaian projek. Pemberian dukungan modal usaha pada diberikan setia kelompok yang sudah terbentuk. Dukungan keberlanjutan usaha diberikan dengan cara pendampingan salama tujuh bulan. Efektifitas program sebagai upaya menumbuhkan wirausaha berjalan dengan efektif. Terbukti bahwa narasumber, fasilitas, materi sudah sangat memadai. Prose pelatihan yang berlansung selama empat bulan berhasil menumbuhkan keterampilan berwirausaha dan ilmu kewirausahaan bagi peserta didik serta mampu membuka usaha tetapi juga ada yang belum membuka.

Abstract

The Community Entrepreneurship Education was launched by the government through Directorate General of Nonformal and Informal Education as a solutif effort to tackle the problem of unemployment in Indonesia and to decrease poverty problem. There is fund budget for pioneering entrepreneur individually or by unionizing an entrepreneur after finished lifeskill education. In ideal condition, it is expected that the fund budget accepted by a participant or group to a participant or the other group if their business is succeed to be . BPAUDNI Regional II Surabaya have a solution to answer that mechanism requirement and then yielding a model for community entrepreneurship education, it is Enam Fitur Inti (EFI) model.  From that background, researcher formulates problem : how the execution of PKM program through EFI model and effectiveness of the program as an effort to foster entrepreneur.

Research approach that is used by researcher is qualitative. The data subject are form the participants, informan, tutor. Data collecting technique which is used are observation, interview and documentation methods. Data analysis technique that is used are data reduction, display of data and verification. The researcher uses credibility, transferability, depenability dan konfirmability as a test of the data validity.

The result of the research show that PKM Program accomplishment through EFI model has been carried out effectively and efficiently. It is proven by the participant candidate participate recruitment process by interview. The result from the interview found lifeskill requirement analysis, those are weld training and weaving. Training activities of participants are entrepreneurship and vocational training. To test and asses the participants’ competence, researcher uses writing test method and project asses. The venture capital gave to every fix group. The support of continuing entrepreneurship is by guiding seven months.   The effectiveness program as an effort to foster entrepreneur has been carried out effectively. It is proven that informant, facilities, and matery were very adequate.

Training process implement for four months and succeed to foster entrepreneur skill and entrepreneurship knowledge for the participants and They can open their new business but some of them can not yet.
