PENGELOLAAN ASRAMA BIBIT UNGGUL DALAM PENDIDIKAN ANAK-ANAK KELUARGA MISKIN DI KOTA SURABAYA TAHUN 1996-2002

Abstract

The high rate of urbanization carried out by rural communities proves the existence of social inequality has not been able to be overcome by the government, especially in the education sector. This made the mayor of Surabaya, Sunarto, initiated the Bibit Unggul dormitory program as an effort to support the central government's program for the welfare of education, which aims to reduce poverty and social inequality in big cities, especially in Surabaya. The implementation of the Bibit Unggul Dormitory program by the Surabaya city government can be seen as a policy to deal with poor children prone to dropping out of school in the city of Surabaya. This research was conducted to find out the background and purpose of the establishment of the Bibit Unggul Dormitory program, to know the management of the bibit Unggul Dormitory in the government of Sunarto as the mayor of Surabaya and also to find out how the Bibit Unggul Dormitory can increase the participation of children from poor families to continue their education in the city of Surabaya in 1996. -2002. This study uses four specific stages, namely heuristics, verification, interpretation, and historiography. The thing that can be seen from this research is that the Bibit Unggul Dormitory has a function as a temporary residence that provides housing, learning facilities and infrastructure as well as healthy and nutritious food as a support, the purpose of establishing a Bibit Unggul Dormitory is to improve the quality of society by providing decent educational opportunities up to university level.
