Abstract

Along with the times, flooding which has become a continuous event has always been a concern of the government in handling it from year to year, this is a serious concern considering that if this problem cannot be resolved it will cause disease outbreaks so that economic movement will stop, as has been mentioned since the colonial period.before. In general, flood management cannot be compared with the pattern of handling from year to year considering the increase in population and the development of the times which makes efficiency both from the government and the community itself in taking a way out of existing problems, for that reason in this study the author focuses on the reign of Soekotjo who which is based on its handling compared to other mayors of the Surabaya city government, in the year chosen by the researcher it has its own privileges and characteristics in its handling where each treatment must have positive and negative impacts in various aspects of life.
Based on the above background, the formulation of the research problem is (1) Why the Soekotjo years 1965-1974 can be said to be the beginning of structuring the city of Surabaya in an effort to deal with floods and; (2) What are the efforts of the Mayor of Surabaya Soekotjo in realizing the construction? This study uses historical research methods which include heuristics, criticism, interpretation and historiography. The results of this study explain that urban planning was first carried out during the New Order era in Surabaya, where all its aspects began to be designed with the aim of economic recovery targeting Centralistic, Surabaya was used as the main goal of the pillar of meeting these needs, so the first step taken was by completeness. facilities in all aspects. One of them is the handling of floods in 1975, at the beginning of the second five years the central government handled this with the planning of the Lower Brantas Project, in its realization, in addition to cooperation with the central government, the city also made many collaborations in structuring Surabaya, both with the community and State Universities. in Surabaya in the flood management projections, the statement is based on how Surabaya can adapt to the future nature, considering that Surabaya is the most populous city with a fairly high increase in urbanization every year with industrial cities and shopping centers which are more dominant with natural damage. As for the realization efforts carried out during that period, namely by: (1) Creating a downstream Brantas project, (2) Normalization through road widening, Designing the WR Soepratman project as an effort to improve sanitation and environmental health, and lastly (4) Dredging and times widening. As for the project, in addition to making a policy of inter-collaboration that was planted from the start between the community and universities, this is what makes the development of Surabaya, especially in flood management, can be realized well until now, this is due to the control of the baton from future to future developments. every aspect of it which is not available in any city. the purpose of maintaining culture and social influence that is formed is to make the formation of cities more stable, while these efforts create a number of actions through which the government's villages can more easily involve the community in good environmental management than improve environmental quality through their own local wisdom. Although it requires public awareness for a long time, a fairly good handling and management system is what causes Surabaya to become a city that can be said to be successful in dealing with floods compared to other densely populated cities such as Jakarta and Semarang.
