Abstract

Sugarcane cultivation in East Java initially used a land lease system between farmers and sugar factories. Over time the land rental system did not work well, there were conflicts between sugarcane farmers and sugar factories. The aims of this study were to (1) analyze sugarcane cultivation in East Java in 1975-1997; (2) analyzing the socio-economic life of sugarcane farmers in East Java in 1975-1997.
Based on the results of the analysis and discovery of historical sources, the results obtained are that there is a transfer of sugar cane from the sugar factory to the land-owning farmers. The transfer of business was the impact of the issuance of Presidential Instruction No. 9 of 1975 concerning People's Sugar Cane Intensification (TRI). The purpose of TRI is to increase farmers' income and make farmers become masters of their own land. However, this goal does not appear to have been achieved. There are many farmers who prefer to rent out their land, the life of farmers is still not prosperous, there are still many farmers who are experiencing economic difficulties. This happened because of the many parties involved who played in the process of implementing the TRI program.
This study uses a historical research method consisting of four stages, namely, heuristics, source criticism, interpretation, and historiography. The heuristic stages are collecting sources obtained from the Surabaya State University Library, Stikosa Library, East Java Provincial Library and Archives Service, C2O Library, and Medayu Agung Library. Source criticism is to test the sources obtained. Interpretation is an interpretation related to historical facts. Furthermore, historiography is the writing of historical research results.
