TERMINAL WISATA KABUPATEN TUBAN, TAHUN 2000-2006 (STUDI TENTANG EKONOMI SOSIAL MASYARAKAT)
Abstract
Tuban Regency is one of the cities located on the north coast of Java, precisely in East Java Province, currently experiencing rapid development in the aspect of land transportation routes. In 2002, the Tuban District Government discussed building a new bus terminal in order to optimize the transportation sector and increase economic growth. The Tuban Regional Government's policy on the construction and relocation of the Old terminal to the New terminal (Tuban Tourism Terminal) did not get a good response from the Tuban community. Infrastructure development that aims to increase tourism potential and open up business opportunities tends not to provide tangible benefits.
In this regard, the authors conducted a study that focused on economic and social changes in the community around the terminal. In studying it, the theory of economic growth is used because it relates to the economic changes of Tuban Regency every year which involve regional domestic income. The economic growth of Tuban Regency is positive or not, it can be seen based on several indicators that influence it, namely, regional income, by calculating the gross domestic product at constant prices, per capita income, as well as the ratio of labor and unemployment. The concept used to calculate the rate of economic growth is done by calculating income according to constant prices. (1) Constant or real price GRDP is used because prices have excluded the inflation factor. The problems that become the focus of this research are (1) How the economic condition of Tuban Regency in 2000-2006, (2) How the economic and social changes in the community around the terminal before and after the terminal was moved.
This study aims to determine the economic condition of Tuban Regency as well as the economic and social changes of the community around the Tuban terminal gradually during the years 2000-2006, which are influenced by the existence of the Tuban Tourism Terminal. The research used historical research method which are divided into four stages, (1) Heuristics is the process of collecting data obtained from Tuban Regional Library and Archives Service , interviews with business actors in the Tuban tourist terminal area and bus drivers; (2) source criticism or verification is a process of seeking the validity of sources; (3) Interpretation, namely the process of interpreting, describing the historical facts that have been obtained in as much detail as possible; (4) Historiography, is the process of compiling sources that have been analyzed into a historical writing.
Research results prove the economy of Tuban Regency is quite prospective despite the level of economic sluggishness which was influenced by the monetary crisis in 1998 which affected the economic downturn in various sectors until 2000. The contribution of retribution receipts from the terminal was relatively low at 1.05% of the total realization of the Tuban area in 2006. Tourism Terminal Tuban does not have a significant impact on the local economy and society. This can be seen from the contribution of the transportation sector to Tuban's GDP, the contribution of the transportation sector in 2006 actually decreased by 3.10%, and in 2008 it fell again to 3.05% of the total GDP of Tuban Regency. Tuban Tourism Terminal indirectly also causes new problems in traffic because it causes shadow terminals to appear in certain places, such as in the former Old Terminal area.
