Abstract

ABSTRACT

The curriculum for inclusive education is basically similar to regular curriculum implemented in public schools. Due to the various obstacles ranging from mild, moderate, to severe problems experienced by learners, the regular curriculum needs to be modifiedso that it can be implemented for inclusive education, especially on the aspect of the learning objectives, learning materials/contents, learning process, and learning evaluation.Those should be in line with the needs of learners in special needs.

This study aims to 1) describe the design of lesson plans (learning objectives, learning materials/contents, learning process, and learning evaluation) for implementingthe curriculum 2013for students with special needs in Inclusive Elementary School 1/246 of Klampis Ngasem Surabaya; 2) describe the obstaclesof implementing the curriculum 2013for students with special needs in Inclusive Elementary School 1/246 Klampis Ngasem Surabaya.

This study uses descriptive method with qualitative approach. Data collection techniques used in this research is observation, interviewing, and documenting. The data analysis is conducted through several stages such as data reduction, data display, and verification as well as drawing conclusion.

The results showed that 1) the design of lesson plan, in terms of learning objectives indicate no modifications of learning objectives implemented to learners with special needs. Those learning objectives are equated to regular students; in terms of learning material/contents, itindicates some modifications which adjust to the needs of each of these learners with special needs. In learning process, the teachers modifiedthe length of class learning from 36 hours per week of 40 minutes per meeting (regular students) to 34 hours per week of 30 minutes per meeting (special needs students), while the evaluation is modified to suit the needs of each learner with special needs. 2) the obstaclesof implementing the curriculum 2013for students with special needs in Inclusive Elementary School 1/246 Klampis Ngasem Surabayaincludehow to deliver thematic and scientific learning materials to students with special needs due to the diversity of the level of needs (disabilities) in the classroom.
