ABSTRACT
Deafness inhibit the development of language. This has an impact on cognitive and social emotional development. Therefore, the development of language skills should be done so as not to affect the above aspects. Talk Development Program in deaf children is very important. Talk Development Program in deaf children is very important. Secrara general language skills have a deaf child characteristics as follows: misinterpretation of the words he wrote, kurng careful in reading the sentence, less understood metaphorically and tend to think concretely. Similarly, in the field, deaf students in the SMP Inclusive 29 Surabaya had difficulty in speaking. Seen when communicating with his fellow students have difficulty. Based on this study examines the effect of speech-based communications development program total of the ability to speak on SMP Inclusive deaf students in Surabaya with 29 general purpose development program to analyze the effect of speech communications based on the total of the ability to speak and the deaf students to know the specific purpose speech the deaf students before and after intervention with speech development program based on the total communication Inclusive SMP 29 Surabaya.
The approach used in this study is quantitative, pre-experimental type of research, the research design "One group, pre-test - post-test design". Methods of data collection using tests and documentation, data analysis techniques using non-parametric statistical analysis to test the formula sign or "sign test".
Results of research regarding the the influence of program bina talk-based communication total against ability of speaking on deaf students is Zh = 2.05 The and Ztabel = 1.96 at significant level 5%. This phenomena proves that the Ho is rejected and Ha is received, so that can be be concluded that the program bina talk-based communication total against ability of speaking on deaf students give some significant impact.
