Abstract

Abstract Student with special needs (ABK) is an individual that empirically still can be empowered through education. With their specific characters then education services for them must be adapted with their needs. According to the East Java gubernatorial Number 6 Year 2011 inclusive Education is a system of education that provides opportunities for all learners who have disorders and have the potential intelligence and /or special talent to get education or learning in an educational environment together with students in general and in inclusive education held at each district have at least 1 (one) for each school level. The purpose of this study was: to describe an SWOT analysis (strength, weakness, opportunity, threat) in the implementation of inclusive education programs in SMP Negeri 4 Sidoarjo. The research method used in this research is a qualitative approach. The data collection techniques are: conduct field survey with interviews and observations as well as taking pictures of the documentation. The sources are the head master of SMP Negeri 4 Sidoarjo, inclusive chairman of SMP Negeri 4 Sidoarjo, lesson teachers of SMP Negeri 4 Sidoarjo, classroom teachers of SMP Negeri 4 Sidoarjo, and special assistant teachers. Information collected from the interviews then translated and the result is a form of information about inclusive education programs in SMP Negeri 4 Sidoarjo in terms of strengths, weaknesses, opportunities and challenges. The results of Strength. Through the East Java gubernatorial Number 6 Year 2011 SMP Negeri 4 Sidorjo realize the implementation of education that respects diversity, and non-discriminatory for all students with special needs. The results of Weakness. SMP Negeri 4 Sidoarjo can only accept children with autism, mild mental retardation children and slow learners. The results of the Opportunity. SMP Negeri 4 Sidoarjo is an inclusive example junior high school, SMP Sidoarjo 4 will have new equipment in the form of e-learning that will be IT-based. The results of the Threats.
