Abstract

Employment plays a crucial role in improving the well-being and independence of visually impaired
individuals. However, access to employment in Gresik Regency remains limited due to a lack of skills,
minimal accessibility, and low acceptance in the workforce. This study aims to analyze the
implementation of employment opportunities for visually impaired individuals and evaluate the
fulfillment of their rights in the workplace. This research employs a qualitative descriptive method
using interviews, observations, and documentation. The focus is on members of the Indonesian Blind
Association (Pertuni) in Gresik Regency, both those who are employed and those still seeking jobs.
The results indicate that the majority work as massage therapists (90%), while others serve as honorary
teachers (3.33%), civil servants (3.33%), and traders (3.33%). The main challenges include limited
job training, low public trust, and a lack of inclusive policies. The implications of this study highlight
the need for concrete policies in providing skills training, disability-friendly work facilities, and
incentives for companies to employ visually impaired individuals. In conclusion, synergy between the
government, companies, and society is essential to creating more inclusive and sustainable
employment opportunities.
