PERSEPSI GURU REGULER TERHADAP PENYELENGGARAAN PENDIDIKAN INKLUSIF DI SMPN SE-KOTA MADYA SURABAYA

Abstract

Abstract; Each human had obligation and deserved getting education which was suitable Constitution 1945 article 31 verse 1. Education had to be established to give warranty and service for special need children. One of the programs was inclusive education. This inclusive education established unit level such as elementary school, junior high school, high school/ vocational school of the same level. In the establishing it dealt with regular teacher role as educator in regular school. Each teacher had different perception with the establishment of inclusive education in regular school. This research had purpose (1) to know the perception of regular teacher in the establishment of inclusive education in junior high school Surabaya city (2) to know the operational system of regular teacher in the establishment of inclusive education in junior high school Surabaya city (3) to know the obstacle experienced and solution given by regular teacher in the establishment of inclusive education in junior high school Surabaya city.              

The kind of this research was descriptive qualitative with the subjects i.e 16 subject matter teachers. The data techniques used was observation, interview, and questionnaire. The data analysis used reduction data level, categorization and building description.  

The research result could be concluded: (1) there was 81, 25 % of 16 regular teachers who could accept the establishment of inclusive education in junior high school Surabaya city, (2) the teacher’s operational system in the establishment was good enough, (3) the obstacle in applying inclusive education was suitable with National Education Ministry Regulation number 70 month 2009: it was lack of pupils in special education, regular teacher were lack understanding the special need education and inclusive education. The solution given toward the obstacle faced were: giving education to regular teacher about special education, increase knowledge regular teachers about special aducation and inclusive education.
