This research is learning media development research, the aim is to determine the process of developing shadow puppet media, and to determine the feasibility of shadow puppet media, based on aspects of validity, practicality and effectiveness. This research uses the ADDIE (Analysis, Design, Development, Implementation and Evaluation) development model. The subjects of this research were students of class IV elementary school at SDN Negeri Kutisari I Surabaya. The research results show that the media created is suitable for use in learning. This feasibility can be seen from the material validation results of 88%, the media validation results of 90%, the practicality obtained from the student questionnaire which is 96% and the teacher response questionnaire is 100%. Meanwhile, the effectiveness results in the form of students' learning completion results were obtained from the results of calculating the pre-test and post-test N-Gain of 0.63 with the criterion of moderate improvement. Based on this, it can be said that shadow puppet media is very suitable to be used as an aid in learning attitudes and behavior that maintain and destroy diversity in class IV elementary schools.
