Ketersediaan sarana atau fasilitas merupakan salah satu hal yang sangat esensial dalam perkembangan sebuah kota. Permasalahan yang muncul kemudian adalah nilai kegunaan dari fasilitas yang tidak jarang dialihfungsikan. Salah satu contoh yang sering dijumpai di wilayah perkotaan adalah bahu jalan atau jalur pedestrian yang telah dialihfungsikan sebagai tempat berdirinya lapak PKL. Selain itu terdapat fenomena para juru parkir liar yang menggunakan wilayah parkir berlangganan sebagai lahan parkir berbayar, realitas tersebut tentu sudah menyalahi kebijakan Perda No. 2 Tahun 2012 yang diterapkan oleh pemerintah Kabupaten Sidoarjo. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan fenomenologi yang bersifat deskriptif. Hasil penelitian menunjukkan bahwa motif dan tujuan melakukan tindakan tersebut semata-mata dilandasi oleh motif ekonomi. Persepsi pihak berwenang mengenai permasalahan tersebut menyatakan bahwa alih fungsi yang dilakukan para PKL dan juru parkir liar dinilai telah menyalahi peraturan tentang ketertiban umum termasuk juga dengan lalu-lintas. Solusi permasalahan yaitu dengan melakukan pendekatan personal dan sosialisasi secara berkelanjutan agar membuka pikiran sehingga muncul kesadaran untuk mentaati peraturan.

Abstract

Availability of means or facility is one thing that is very essential in the development of a city. The problem that arises then is the value of the usability of the facility which is not uncommon converted. One example that is often found in urban areas is the shoulder of the road or the pedestrian path that has been converted as a stalls of PKL. In addition there is the phenomenon of the illegal parking attendants who use the parking area as a parking lot a paid subscription, the reality would have violated policy Perda No. 2 Tahun 2012 the government implemented by the Sidoarjo regency. This study uses qualitative research methods with a descriptive phenomenological approach. The results showed that the motive and purpose of such action solely based on economic motives. Perception of the authorities regarding the issue stating that the transfer function of the PKL who carried out illegal parking attendants and assessed in violation of the rules of public order as well as the traffic. The solution to the problems of the personal approach and socialization in a sustainable manner in order to open up the mind so that it appears to consciousness obey the rules.
