Abstract

BKKBN (Badan Kependudukan dan Keluarga Berencana Nasional) establishes a family planning
program that seeks to form a prosperous family by controlling the number of children, delaying births and
preventing unwanted births (unmeet need). The family planning program was formed to reach all levels of
society, especially the poor families of Ngingas Village. The poor families of Ngingas Village choose to
join the family planning program and choose contraceptives that are believed to be able to control the family
economy. This study aims to understand the knowledge of poor families about family planning programs
and contraceptives and to find out the rationality of poor families in Ngingas Village in choosing
contraceptives. This study uses Max Weber's theory of social action through a qualitative versetehen
approach. This research was conducted through observation, interviews and documentation. The results of
this study indicate that there are four types of actions that influence poor families in Ngingas Village to
choose contraceptives. Poor families in Ngingas Village choose contraceptives because of instrumental
rational action, value rational action, affective action and traditional action.
